A media tour was organized at Sumgayit Medical Center (the Center) by the Administration of Regional Medical Divisions (TABIB) and the State Agency on Mandatory Health Insurance (the Agency).
The purpose of the visit was to familiarize media representatives and non-governmental organizations with the Center's activities and the medical services provided under mandatory health insurance. Participants visited Hospital No. 2 and the Perinatal Center, both operating under the Center.
The Director of the Center, Elnur Azadkhanov, provided an overview of the Center's activities, structure, and ongoing projects. He mentioned that the Center includes 7 family health centers, 7 hospitals, a Perinatal Center, and a dental polyclinic.
"Measures are being implemented to optimize the operation of medical facilities, enhance citizen satisfaction, and increase transparency in institutional activities. We are also adopting modern medical technologies. In 2023, the Center provided services to 4.6 million citizens. In the first five months of 2024, we served approximately 2.3 million citizens, representing a 30% increase compared to the same period last year,"- Azadkhanov stated.
The Deputy Director of the Center, Ramin Gasimov, introduced a new medical service—one-day surgery—at Hospital No. 2. He explained:
"The duration of surgical procedures, which previously took three to four days, has now been reduced to just four to five hours. This advancement is attributed to technological developments in surgery and anesthesiology. Innovations, such as the miniaturization of laparoscopic and laser medical instruments, the use of modern equipment, and the construction of fiber-optic systems for rapid data analysis, enable the performance of surgeries in a much shorter timeframe."
Tarana Rajabli, Deputy Director of the Center and Head of the Perinatal Center, shared that the institution has joined the "Baby-Friendly Clinic" initiative:
"The Perinatal Center accepts patients not only from Sumgayit but also from private and state medical facilities under TABIB in other regions. In 2023, we admitted 349 newborns and 128 pregnant women from other regions. In addition to natural and surgical deliveries, we perform open and laparoscopic gynecological surgeries."
Zamira Adilova, Head of the Public Relations and Communication Department at TABIB, emphasized TABIB's ongoing efforts to ensure access to medical services and improve the quality of specialized care provided by TABIB-supervised facilities. She noted:
"From January to March 2024, a total of 5,852,017 medical services were provided to citizens in TABIB-supervised facilities. Of these, 888,708 services were provided in inpatient settings and 4,963,309 in outpatient settings. The total number of services delivered increased by 24% compared to the same period in 2023."
Adilova added that, as part of TABIB's communication strategy, public relations activities in subordinate medical facilities are being enhanced, and qualified personnel are involved in these efforts. Regular training sessions are held to improve their knowledge and skills, and the performance of specialists is continuously evaluated:
"Sumgayit Medical Center has a public relations department that educates the public on the Center’s activities and aligns with TABIB's communication strategy."
Aynura Ahmadova, Head of the Marketing and Public Relations Department at the State Agency on Mandatory Health Insurance, spoke about the innovations introduced at Sumgayit Medical Center following the implementation of mandatory health insurance:
"The Center has been equipped with over 300 modern medical devices to enhance its supply base. This includes CT and MRI scanners, C-arm X-ray machines, Phaco devices (for laser cataract removal), A-B scan devices (for ultrasound eye examinations), and more. Additionally, since the introduction of insurance, a fourth-level centralized laboratory has been established here. Laparoscopic gynecological and neonatal surgeries, as well as laparoscopic and neurosurgical procedures for children, are now performed at the Perinatal Center. Since 2022, a total of 42,075 surgical procedures have been conducted at the Center, including intervertebral disc removals, hysterectomies, and other surgeries. These efforts are part of the Agency's overarching goal to ensure the accessibility and quality of medical services."
Later, media representatives and non-governmental organizations observed a live endoprosthesis operation, performed for the first time at Sumgayit Medical Center.
At the conclusion of the tour, participants underwent medical examinations at the Center. The event ended with a Q&A session.
