A media tour of state medical facilities was organized in the town of Guba

A media tour of the town of Guba was organized by the joint organization of the State Agency on Mandatory Health Insurance (Agency) and the Administration of Regional Medical Divisions (TABIB).

The purpose of the media tour is to familiarize media representatives with the implementation of the mandatory health insurance system in state healthcare entities of Guba and to allow them to see firsthand how patients receive medical services under mandatory health insurance.

Within the framework of the visit, media representatives visited the Guba District Central Hospital, the Guba Treatment and Diagnostic Center, and the Guba Regional Perinatal Center.

Hikmat Ibrahimli, Head of the Agency’s Medical Planning Department, told media representatives that the availability of modern healthcare infrastructure and staffing are among the main factors contributing to the successful implementation of mandatory health insurance:

“One of the aims of mandatory health insurance is to improve the quality and availability of medical services provided to the population. The provision of quality healthcare services depends on healthcare infrastructure and staffing. By the order of the head of our state, hospitals equipped with modern new equipment have been built and existing hospitals underwent major overhauls in other regions of our country. The conditions created in the Central Hospital of Guba and highly qualified personnel allow to provide high quality medical services to the population of the northern region under mandatory health insurance."

 H. İbrahimli added that the number of appeals increased sharply after the introduction of mandatory health insurance in the town of Guba:

"Compared to previous years, the number of appeals has increased several times. For example, in 2019, 44,810 appeals were received for outpatient medical services, and, in 2020, the number of appeals increased, reaching 147,903. During the last three years, the hospital received 470,045 appeals. Based on appeals, 1,474,148 ambulatory services and 47,241 inpatient services were provided. During the last three years, 14,211 surgical operations were performed."

Aliyar Sarvarov, Director of the Guba District Central Hospital noted that four family health centers, 18 rural medical stations, and 92 rural medical centers operate in the town, providing ​​primary medical and sanitary care services:

"The introduction of mandatory health insurance in the district of Guba began in 2020. Due to the introduction of the system, the administrative structure of the health facility was changed and restructured. Family Health Centers, the Department for Insurance Organization and Innovation, and the Department for Patient Services were established in the hospital to improve primary medical and sanitary care and effectively ensure the introduction of mandatory health insurance. An emergency medical care division was established to improve the quality of emergency care on the basis of the reception division of the hospital. Here, a triage system is introduced to prioritize patients for treatment according to the severity of their conditions. Also, after the introduction of mandatory health insurance in the hospital, the Anti-Tuberculosis Bacteriological Laboratory began operation equipped with the latest equipment."

It was reported that the 331-bed health facility consists of 20 units, including Radiology, Laboratory, Therapy, Traumatology, Surgery, Intensive Care, Pediatric, Infectious Diseases, Neurology, Obstetrics, Hemodialysis, and other units.

During the media tour, journalists visited the units of the hospital and were informed about the state-of-the-art medical equipment and devices installed here after the introduction of mandatory health insurance. For example, the Intensive Care Unit is equipped with infusion pumps for the accurate dosing of medication to seriously ill patients. Additionally, 15 artificial respiration devices were installed in the unit.

It was reported that the hospital is equipped with necessary equipment for EMG (Electromyography), ECG (Electrocardiogram), ultrasonography, X-ray, colonoscopy, CT (Computer tomography), and eye examinations. Necessary conditions have been created in the hospital to provide quality medical services to the residents of the town and the northern region.

Shahla Hasanova, Director of the Regional Perinatal Center of Guba told the media representatives who visited the Center that it is home to the only third-level maternity facility in the northern region that provides qualified medical care to pregnant women with severe pregnancy pathology:

"Since the introduction of mandatory health insurance, inpatient services have been provided to 7,687 pregnant women. 75% of them were in the risk group. The number of children born was 6,863. The number of caesarean section operations performed was 2,021. 1,181 babies were treated in the neonatal resuscitation unit. During the mentioned period, there was no maternal death."

It was stated that the Center is continuously equipped with the newest equipment, which helps to improve the quality of medical care. Shahla Hasanova added that, last year, the Center was provided with an ambulance intended for the transportation of newborns. Babies born with developmental defects and in need of urgent surgical intervention are taken to the Scientific Research Pediatric Institute named after K. Farajova by the specialists of the Center.

As part of the media tour, the media representatives underwent an ophthalmological examination at the Guba District Central Hospital.
