A new institution - TABIB established within the State Agency on Mandatory Health Insurance

President of Azerbaijan Ilham Aliyev has signed a Decree on the establishment of a legal entity of public law (hereinafter referred to as the "TABIB") of the " Management Union of Medical Territorial Units” under the auspices of State Agency on Mandatory Health Insurance (hereinafter referred to as the Agency) to ensure the implementation of mandatory health insurance in the country.

The financing and activities of the TABİB will be achieved through the state budget allocations, as well as revenues, donations and grants received for provided services and implemented work in accordance with the direction of its activity and other sources determined by the charter.

Under the decree, the Executive Board consisting of three members, will lead and supervise the activity of TABIB. Chairman and other members of the Executive Board TABIB shall be appointed and dismissed by the Chairman of the Executive Board of the Agency.

Starting from 2020 TABIB will carry out authority, control and supervision over medical institutions included in the state healthcare system (except for the Center for Forensic-Psychiatric Assessment, Forensic Medical Examination and Anatomical Pathology Union and its departments, Republican Center for Hygiene and Epidemiology as well as its subordinated disinfection facilities and preventive disinfection units, Association of Pharmacy and Medical Industry, Medical educational institutions, the National Ophthalmology Center named after the Academician Zarifa Aliyeva and its branch in Masalli district, National Oncology Center and oncology hospitals (dispensaries), Republic Leprosy Hospital, Family Planning Centers, Republic Center of Struggle against AIDS, Family and Marriage Counseling Centers, National Anti-Plague station, Public Health and Reforms Center, “Medicine” newspaper, “Azerbaijani Medical Magazine”, Azerbaijan State Republican Scientific Medical Library, Analytical Expertise Center for Medicines, Museum of Medicine of Azerbaijan, Azerbaijani medical provision LLC, Innovation and Supply center, Sanatorium and health resort treatment facilities, Baku Health Center, Thalassemia Center and medical institutions which are under construction).

Taking into consideration international experience, TABIB will try to improve the quality of medical services provided to the population by improving the management of medical institutions which are part of TABIB, optimizing their performance, as well as applying more effective management methods. The Agency has been commissioned to ensure medical institutions given under the auspices of TABIB with qualified personnel starting from January 1, 2020.

The Agency must approve the charter and structure of the TABIB within one month and in accordance with the Law of the Republic of Azerbaijan "On State Registration of Legal Entities and State Registry" submit it to the Ministry of Taxes for state registration within 3 days after approval of its charter.

State Agency for Mandatory Health Insurance has been commissioned to manage the funds of Mandatory Health Insurance Fund in accordance with the law “On Medical Insurance” and provide medical services to insured persons at the expense of the Fund, carry out preparation works for implementation of Mandatory Health Insurance across the country from 2020, develop the proposals for provided medical services. The Agency has been also tasked to develop database for Mandatory Health Insurance and integrate information about all medical institutions in the public health system of the country into this database, using the advantages of information and communication technologies, prepare software that will ensure full management of those medical institutions including management revenues and expenses of enterprises subordinated to the TABIB and implement tasks related with other issues.
