A press briefing was held on the twinning project on "Support to the implementation of mandatory health insurance system in Azerbaijan"

On 14 March 2019, a press briefing was held on the twinning project on "Support to the implementation of mandatory health insurance system in Azerbaijan" funded by the European Union and implemented by State Agency for Mandatory Health Insurance (SAMHI) together with the Delegation for European and International Affairs of the French ministries responsible for social affairs and social protection bodies of Lithuania.

Representatives of the EU Delegation to Azerbaijan Simona Gatti, Beneficiary project leader Aysel Ibayeva and Resident Twinning Adviser Gediminas Cerniauskas spoke about the project, the work done and results achieved through the implementation of the project.

Within the framework of the project, international experts from France, Lithuania and Estonia exchanged experiences with local experts, as well as developed proposals on organisational structure and strategic staff positions of the SAMHI, definition of the process of determining the status of the insured person and registration of the insured persons including legislation on health insurance premiums and cost-sharing policy. During the project, the project experts from EU Member States have regularly supported the SAMHI in piloting of mandatory health insurance as well as assessed the mandatory health insurance project for 2017-2018 and made recommendations on the proper regulation of financial management.

During the implementation of the financial management framework of the project, the Agency has been supported for actuarial analysis, and mid-term forecast of health expenditures and public health revenues in Azerbaijan has been prepared. In the frame of project activities regarding information technology, the beneficiary has been given recommendations on the theoretical design of the e-health technical structure and the structure of the IT system has been developed.

Within the framework of the project, a team of local trainers has been set up in the field of designing of benefit package, contracting in healthcare procurement and defining contractual conditions taking into account the needs of the population and the strategic interests of the country in the field of health.

It should be noted that the project has been implemented since August 2017 will be completed in August of the current year. The project is funded by the European Union and its total budget is € 1.1 million.
