Agency paid temporary allowances in the amount of 13.7 million manats to medical and non-medical workers involved in the fight against the coronavirus pandemic

In accordance with the Decree No. 1947 of the President of the Republic of Azerbaijan dated March 18, 2020 and the Resolution No. 112 of the Cabinet of Ministers of the Republic of Azerbaijan dated March 25, 2020, the State Agency on Mandatory Health Insurance (Agency) paid temporary allowances for the  month of May to 8376 medical workers and 2476 to non-medical workers  who have been involved in the fight against novel coronavirus pandemic. The temporary allowances were paid proportionally to their working hours. 

In total, temporary allowances in the amount of 13.7 million manats were paid proportionally to working hours of medical and non-medical workers employed at 61 public health facilities in Baku and 87 public health facilities in other cities and regions of the country.

In accordance with the decision of the Cabinet of Ministers, due to working conditions related with a new coronavirus (COVID-19) temporary allowances were paid to employees of public health facilities as follows:

In total, 1.3 million manats were paid to 2172 medical workers carrying out preventive medical measures in the amount of 3-fold of their monthly salary. The calculation formula proportionally to working days/hours during a month: temporary allowance= (Tariff salary paid according to Unified Tariff Scale /number of working days or hours) x number of days employee works x the multiplicity level  of temporary allowance.

The head of financial departament of the Agency Rasim Hasanov explains the calculation by the following example: “According to 5th degree, the monthly salary of the nurse employed at polyclinic equals to 294 manats. If a nurse has been engaged to work for 10 days due to measures against coronovirus infection, payable temporary allowance should amount to 400 manat 91 qapiks.  400.91 = ((294 / 22) x 10) x 3. In addition, required tax deductions will be calculated  from the total amount.”

In total, 6.7 million manats were paid to 3893 medical workers providing emergency medical services and 287 laboratory workers performing examination of biological materials in the amount of 4-fold of their monthly salary.

R.Hasanov explains the calculation by the following example: “According to 8th degree, the monthly salary of the emergency medical paramedics equals to 332 manats. If a paramedic has been engaged to work for 120 hours due to measures against coronovirus infection, payable temporary allowance should amount to 1225 manats 85 qapiks. 1125.85 = ((332 / 130) x 120) x 4. In addition, deductions required by law will be calculated  from the total amount.”

In total, 2.9 million manats were paid to 2024 medical workers providing inpatient medical care in the amount of 5-fold of their monthly salary.

Explanation by the head of financial departament: “According to 8th degree, the monthly salary of the hospital nurse equals to 332 manats. If a nurse has been engaged to work for 10 days due to measures against coronovirus infection, payable temporary allowance should amount to 754 manats 55 qapiks. 754.55 = ((332 / 22) x 10) x 5. In addition, deductions required by law will be calculated  from the total amount.”

The 3 to 5-fold temporary allowances in the amount of 2.3 million manats were paid to 2476 non-medical workers. Example: “According to 3rd degree, the monthly salary of the housemaid at the emergency medical care equals to 271 manats. If a housemaid working 5 days a week has been engaged to work for 10 days due to measures against coronovirus infection, payable temporary allowance should amount to 369 manats 55 qapiks. 369.55 = ((271 / 22) x 10) x 3. In addition, deductions required by law will be calculated  from the total amount.”
Agency continues to pay temporary allowances for the month of May according to the lists submitted by public healthcare facilities.

The Agency has already paid 11.7 million manats of temporary allowances to 21634 medical and 2386 non-medical workers who participated in the measures against new coronavirus infection in March proportionally to their working hours/days, while 13.9 million manats were paid to 10354 medical workers and 2734 non-medical workers for the month of April.
