An investigation was conducted at health facilities to ensure transparency in the assessment of disabilities

The State Agency on Mandatory Health Insurance (Agency) is taking continuous measures to ensure transparency and impartiality in the assessment of disabilities, as well as to improve the quality of services in this field.

During the first six months of 2021, the Agency conducted internal inspections at public medical facilities controlled by the Administration of the Regional Medical Divisions (TABIB), authorized to issue referrals for medical and social examination. As a result, one chief doctor (City Polyclinic No. 3 in Sumgayit), three directors (Central Hospitals of Fuzuli, Bilasuvar and Agjabadi regions) and 12 members of the Medical Advisory Commissions (City Polyclinic No. 19 in Baku and United City Hospital No. 26) were dismissed. This was due to a number of serious violations committed in the performance of their duties and delinquencies in the assessment of the degree of disabilities.

It should be noted that the Agency monitors the activities of the Medical Advisory Commissions in order to conduct examinations of temporary or complete disability, to organize medical and labor rehabilitation, as well as to ensure the proper issuance of referrals to the Medical Social Expert Commissions (MSEC). The Agency regularly takes such measures to ensure efficiency in the assessment of disabilities, increase the satisfaction of citizens, improve the quality of work in this field and to regulate the process of issuing referrals to the Medical Social Expert Commissions of the State Agency on Medical and Social Expertise and Rehabilitation, under the Ministry of Labor and Social Protection.
