"Capacity Building Program for the State Agency on Mandatory Health Insurance" has been completed

The "Capacity Building Program for the State Agency on Mandatory Health Insurance,” which was implemented by a partnership between the State Agency on Mandatory Health Insurance (Agency) and the Professional Development Programs of the Institute of Development and Diplomacy of ADA University, has been completed. The training course organized by the Professional Development Programs started in April of this year. Seventy employees of the Agency and TABIB participated in the course, which lasted for about three months.

The program’s closing ceremony was attended by Zaur Aliyev (the Chairman of the Board of Directors of the Agency), Nigar Bayramova (Deputy Chairman of the Board of Directors), Vugar Gurbanov (Acting Chairman of the Board of the Administration of Regional Medical Divisions (TABIB)), Fariz Ismayilzade (Vice-Rector of ADA University and Director of the Institute of Development and Diplomacy), Aygun Hajiyeva (Deputy Director of the Institute), and Nargiz Ismayilova (Head of the Professional Development Programs of ADA University). 

Training courses held at ADA University within the framework of the program included topics such as team management and motivation, strategic planning, strong leadership, and crisis communication management, as well as skills in project management, flexible management, negotiation and other topics.

Vice-Rector Fariz Ismayilzade congratulated the employees of both organizations on completing the training course. He said that the increasing competition in the labor market requires the acquisition of new knowledge and skills: "In the modern era, the environment is changing rapidly in all fields. Innovations are emerging. This requires us to constantly improve our professional knowledge and skills, acquiring new knowledge outside the office. This is useful for our professional development because, in a highly competitive society, personnel should always improve themselves so that they can succeed in the work of the organization and withstand the competition. Training is a useful tool for adapting to changing demands. I am grateful to the management of your organizations for the proper assessment of these trends and involving you in these trainings."

Speaking later, Zaur Aliyev expressed his gratitude to ADA University for giving the employees of the Agency and TABIB an opportunity to participate in trainings: "All branches of science, education, and technologies are rapidly developing. It is very important to stay ahead of and adapt to such rapid development. From this point of view, the work done by ADA University for the regular development of human capital and the building of highly trained workforce capacity is commendable. Investing in human resource skills enables the development of human capital and overall success of the country in all areas. It is gratifying that the employees of our Agency have benefited from this honorable mission of ADA University." 

Nigar Bayramova spoke about the importance of the training program in terms of improving the knowledge and skills of employees: "These trainings will play a very important role in the development of the professional activity of our employees. The successful operation of each organization and enterprise depends on the potential of its personnel and their approach to work. The self-development of each employee, regardless of their position and authority, means the development of the enterprise. Of course, the achievement of this success depends on the initiative and determination of both parties – both the management and the employee. In order to ensure overall progress, the management should create all the necessary conditions for the staff, materially and morally, by using resources effectively, and employees should also take advantage of this opportunity."

In his speech, Vugar Gurbanov congratulated the participants who completed the training course: "During the communication with the employees who attended the course within the framework of the program, they emphasized the importance of the training in terms of expanding professional relations, exchanging experiences, and acquiring new knowledge. As TABIB, I would like to express our satisfaction with being a part of this cooperation. Currently, improving the knowledge and skills of personnel of subordinate health facilities is one of the main goals. Over the last few months, we have been trying to reach this goal, and the results are evident in the progress of the work. I am sure that the training participants will apply these new experiences and skills in their fields and share them with other colleagues. This will positively affect the continued increase of service quality and citizen satisfaction. Also, close relations will play a special role in the development of both medical and non-medical staff of subordinate health facilities."

It should be noted that a Memorandum of Understanding was signed between ADA University and the Agency in September of last year. The main purpose of the memorandum is to contribute to joint activities in the fields of career training and professional development of personnel, as well as to support student-focused projects and other projects within the scope of the Agency's cooperation with the University.
