Healthcare workers involved in the fight against the coronavirus pandemic started to receive temporary allowances

In accordance with the Decree No. 1947 of the President of the Republic of Azerbaijan dated March 18, 2020 and the Resolution No. 112 of the Cabinet of Ministers of the Republic of Azerbaijan dated March 25, 2020, the State Agency on Mandatory Health Insurance (Agency) started to pay temporary allowances for the  month of March to healthcare workers who have been involved in the fight against novel coronavirus.

Medical workers employed at 122 public health facilities in Baku and 5 state health facilities in other cities and regions of the country were paid temporary allowances proportionally to their working hours.

In total, 7698 healthcare workers were paid temporary allowances for the month of March. 2489 of them are doctors, 4478 are mid-level health workers and nursing assistive personnel, 731 ambulance drivers.

In accordance with the decision of the Cabinet of Ministers, temporary allowances were paid to employees of public health facilities as follows:

1. In the amount of 3-fold of the monthly salary of 4484 employees carrying out preventive medical measures

2. In the amount of 4-fold of the monthly salary of 2961 medical workers providing emergency health services and 58 laboratory workers involved in the analysis of biological materials.

3. In the amount of 5-fold of the monthly salary of 195 workers providing inpatient care to patients.

In total, 5.3 million manat was paid to healthcare workers, ambulance drivers for the month of March. The process of calculation and payment of temporary allowances for March intended for other public health facilities is underway. The Agency would also pay temporary allowances to other medical workers for March according to the submitted lists by public health facilities. The calculation and payment of temporary allowances for April will be implemented next week,

Pursuant to the Resolution No. 112 of the Cabinet of Ministers dated March 25, 2020, the Agency was assigned to define the range of healthcare workers carrying out preventive medical measures. The Agency has expanded the scope of Resolution No. 112 dated March 25, 2020 as follows:

Family doctors, local area physicians, local area pediatricians and mid-level health workers providing healthcare upon calls recorded in the registration log of health facilities.

•    Ambulance and emergency response vehicles drivers;

•    Directors of health facilities, except for cases when they are involved in inpatient medical care, deputy directors of health facilities - chief physicians;

•    Medical staff providing healthcare services in health facilities (institutions, enterprises, organizations) used to isolate patients at high risk of infection with COVID-19;

•    Other health workers from all categories of health facilities implementing medical preventive measures to contain COVID-19.
