Persons infected with Hepatitis B and C viruses are provided with free medications
Under the relevant Commission established by the State Agency on Mandatory Health Insurance (Agency), 40 persons who have Hepatitis B and C viruses received treatment and medications free of charge between April and May of this year.
The medications provided by the Agency are prescribed according to the decision of “Commission for the organization of prevention, diagnosis and treatment of hepatitis B and C viruses” and modern medical guidelines.
It’s necessary to note that patients are provided with Tenofovir to treat hepatitis B, Sofosbuvir and Daclatasvir to treat hepatitis C infectious diseases. During the months of April and May of this year a total of 83 citizens were received by the Commission in Clinical Medical Center. A decision was made to involve 40 of them in treatment, and those persons were provided with medicines.
30 persons have been referred for appropriate examinations, and based on the results of the examination, a decision will be made on whether to prescribe treatment. 9 persons were told they did not need treatment and were advised to stay under medical supervision. 4 persons were found to be recovered from the disease.
A medical-specialist Farrukh Sadirov, the chairman of the Commission, head of the infectious disease section at the Clinical Medical Center says that the state of health of the citizens must be assessed before treatment is determined:
“Citizens who have been infected with hepatitis B and C or carriers of the disease, as well as those who are experiencing symptoms of the disease or who have been in contact with an infected person, may apply for examination and treatment. To do this, they are required to visit the polyclinic or Family Health Center at the place of registration. Here, they are examined according to the instructions of an infectious disease doctor or family doctor.”
If examinations are not possible at the polyclinic or Family Health Centers, the citizen is referred to the relevant state healthcare entity. Based on the results of the examination and the medical indications, the healthcare entity where the citizen is registered submits the patient's medical documents to the Commission in accordance with the application rules.
It should be noted that a new laboratory and instrumental examination is not required if the patient presents a document confirming the fact of infection within the last 3 months. The polyclinic or Family Health Center at the place of registration sends an electronic application to the Secretary of the Commission for admission of the patient by the Commission. Pre-registered citizens are received only on Wednesdays on the appointed date by the Commission. Secretary of the Commission informs the citizens in advance about the date of admission.
F.Sadirov adds that the Commission makes a decision whether the patient needs treatment. If needed, patient may undergo additional examinations:
“If this is not necessary, a decision can be made by collecting anamnestic data (detailed health information) and listening to the patient's complaint. In the end, the Commission makes an appropriate conclusion on the patient's health. The state of the health of the persons undergoing a treatment according to the conclusion, should be monitored by the referring doctor. Citizens who do not need treatment in the current situation are also carefully treated and given all the necessary recommendations.”
At the end, the Commission submits a medical prescription for the relevant drugs to the patient undergoing treatment. According to this prescription, Clinical Medical Center provides the citizen with medications.
It should be noted that the provision of medicines prescribed for the outpatient treatment of hepatitis B and C viruses is not included in the Benefit Package. The Benefit Package of mandatory health insurance covers only diagnosis and inpatient treatment of Hepatitis B and C viruses.
