The Agency has paid 13.1 million manat temporary allowances to 11,707 medical and non-medical workers involved in the fight against the coronavirus pandemic for April proportional to working time

In accordance with Decree No. 1947 of the President of the Republic of Azerbaijan dated March 18, 2020 and Resolution No. 112 of the Cabinet of Ministers of the Republic of Azerbaijan dated March 25, 2020, the State Agency on Mandatory Health Insurance (Agency) has paid temporary allowances in the amount of 13.1 million manat  for the month of April to 11,707 persons, 9,015 of which were medical workers and 2,692 of which were non-medical workers employed in 140 public health facilities of Baku and 115 regional public health facilities, and who have been involved in the fight against the novel coronavirus (COVID-19). The payment was made according to working time/hours.  

In accordance with the decision of the Cabinet of Ministers, temporary allowances were paid to employees of public health facilities for working conditions in connection with the coronavirus infection proportional to their working hours as follows: 1. 1.9 million manat, i.e. three times the monthly salary of 3,124 medical workers carrying out preventive medical works was paid.

Calculation formula proportional to the number of working days/hours during the month: temporary allowance = (Base salary according to the Single Tariff Schedule/number of monthly working days/total of working hours) x number of days worked by employee x double allowance amount
Rasim Hasanov, head of the Agency's Finance Department, explains the calculation with the following example: “The monthly (base) salary of a doctor-therapist working in a polyclinic for the 11th degree is 375 manat. If a doctor is involved in the fight against the coronavirus infection for five days, then he/she will be paid an allowance of 216 manat 35 qepiks. 216.35 = ((375/26) x 5) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

2. A total of 6.3 million manat was paid to 3,837 medical workers providing emergency medical services, as well as 269 laboratory workers engaged in the examination of biological material in the amount of four times the monthly official (base) salary. R. Hasanov explains the calculation with the following example: “The monthly (base) salary of an ambulance doctor working in emergency and urgent medical care for the 11th degree is 375 manat. If a doctor is involved in the fight against the coronavirus infection for 60 hours, then he/she will be paid an allowance of 576 manat 92 qepiks. 576.92 = ((375/156) x 60) x 4. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

3. 1,785 medical workers providing inpatient medical services were paid a total 2.6 million manat in the amount of five times the monthly official (base) salary.
Explanation of the head of the Finance Department: “The monthly (base) salary of an infection disease doctor working in the hospital is 375 manat. If a doctor is employed for five days to fight the coronavirus infection, then he/she will be paid an allowance of 360 manat 58 qepiks. 360.58 = ((375/26) x 5) x 5. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

It should be noted that 2,692 non-medical workers were paid an allowance of 2.3 million manat in the amount of three-to-five times their salary. Example: The monthly (base) salary of a driver working in emergency and urgent medical care for the 3rd degree is 271 manat. If a driver working in a five-day work week is involved in the fight against the coronavirus infection for five days, then he/she will be paid an allowance of 184 manat 77 qepiks. 184.77 = ((271/22) x 5) x 3.

Please note that all salary deductions payable by the employee will be calculated from the final amount.
It should be noted that, in accordance with the lists sent by state health facilities, the Agency continues to pay temporary allowances for April.
In March the Agency paid an additional 11.7 million manat to 21,634 medical workers and 2,386 non-medical workers involved in the fight against the novel coronavirus infection, in proportion to their working hours in March.
