The Agency has paid 13.8 million manat temporary allowances to medical and non-medical workers involved in the fight against the coronavirus pandemic for September

In accordance with the Decree No. 1947 of the President of the Republic of Azerbaijan dated March 18, 2020 and the Resolution No. 301 of the Cabinet of Ministers of the Republic of Azerbaijan dated August 18, 2020, the State Agency on Mandatory Health Insurance (Agency) has paid temporary allowances for the month of September to medical and non-medical workers who were involved in the fight against the novel coronavirus (COVID-19). The payment was made according to working time. 

9,460 medical workers and 2,514 non-medical workers of 31 public health facilities in Baku, as well as 96 in other cities and regions of the country, were paid a temporary allowance in the amount of 13.8 million manat for the month of September in proportion to their working hours/working time.
In accordance with the decision of the Cabinet of Ministers, temporary allowances were paid to employees of public health facilities for working conditions in connection with the novel coronavirus (COVID-19) infection proportionally based on their working hours, as follows:

1. 1.7 million manat was paid, i.e., 3-fold the amount of the monthly salary of 2,058 medical workers carrying out preventive medical work.
The calculation formula is proportional to working days/hours during the month: temporary allowance = (base salary according to the Single Tariff Schedule/number of working days or working hours during a month) x number of days worked by employee x the multiplicity factor of the allowance amount.

Example 1: “The monthly (base) salary of a general practitioner working in a polyclinic for the 11th category is 375 manat. If a doctor was involved in the fight against coronavirus infection for 5 days, then he/she will be paid an allowance of 216 manat 35 qapiks. 216.35 = ((375/26) x 5) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

2. A total of 5.5 million manat was paid to 3,780 medical workers providing emergency medical services, as well as 291 laboratory workers engaged in the examination of biological material in the amount of 4 times the monthly official (base) salary.

Example 2: “The monthly (base) salary of an ambulance doctor working in emergency and urgent medical care for the 11th category is 375 manat. If a doctor was involved in the fight against coronavirus infection for 60 hours, then he/she will be paid an allowance of 576 manat 92 qapiks. 576.92 = ((375/156) x 60) x 4. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

3. A total of 4.8 million manat was paid to 3,331 medical workers providing inpatient medical services in the amount of 5 times the monthly official (base) salary.

Example 3: “The monthly (base) salary of an infectious disease specialist working in hospitals for the 11th category is 375 manat. If a doctor was involved in the fight against coronavirus infection for 5 days, then he/she will be paid an allowance of 360 manat 58 qapiks. 360.58 = ((375/26) x 5) x 5. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

It should be noted that 2,514 non-medical workers were paid an allowance of 1.8 million manat in the amount of 3-to-5 times their salary. 

Example 4: “The monthly (base) salary of a driver working in emergency and urgent medical care for the 3rd category is 271 manat. If a driver who works a 5-day working week was involved in the fight against coronavirus infection for 5 days, then he/she will be paid an allowance of 184 manat 77 qapiks. 184.77 = ((271/22) x 5) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

It should be stated that Resolution No. 112 of the Cabinet of Ministers of the Republic of Azerbaijan dated March 25, 2020 and titled "On payment of a temporary allowance to the salaries of medical workers involved in the fight against the novel coronavirus (COVID-19) infection" was amended. According to the amendment, a temporary allowance to the salaries of health workers involved in the fight against COVID-19 infection will also be paid in proportion to the working hours in October, November, and December of this year.
