The Agency has paid 18 million manat temporary allowances to medical and non-medical workers involved in the fight against the coronavirus pandemic in June

In accordance with Decree No. 1947 of the President of the Republic of Azerbaijan, dated March 18, 2020, and Resolution No. 112 of the Cabinet of Ministers of the Republic of Azerbaijan, dated March 25, 2020, the State Agency on Mandatory Health Insurance (Agency) has paid temporary allowances for the month of June to 11667 medical workers and 3029 non-medical workers, who are involved in the fight against novel coronavirus (COVID-19). The payment was made according to working time.

Medical and non-medical workers of 114 public health facilities in Baku and 104 in other cities and regions of the country were paid a temporary allowance in the amount of 18 million manat for the month of June, in proportion to their working hours.
In accordance with the decision of the Cabinet of Ministers, temporary allowances were paid to employees of public health facilities for working conditions in connection with coronavirus infection in proportion to their working hours, as follows:

1. 1.6 million manat—i.e. 3 times the amount of the monthly salary of 2151 medical workers carrying out preventive medical works—was paid.
Calculation formula proportional to working days/hours during the month: temporary allowance = (Base salary according to the Single Tariff Schedule/number of working days during a month) x number of days worked by employee x double allowance amount.
Rasim Hasanov, head of the Agency's Finance Department, explains the calculation with the following example: “The monthly (base) salary of a medical attendant working at a hospital for the 9th category is 346 manat. If a medical attendant is involved in the fight against coronavirus infection for 15 days, then he/she will be paid an allowance of 648 manat 75 qepiks. 648.75 = ((346/24) x 15) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

2. A total of 6.7 million manat was paid to 4137 medical workers providing emergency medical services, as well as 383 laboratory workers engaged in the examination of biological material, in the amount of 4 times the monthly official (base) salary.

R. Hasanov explains the calculation with the following example: “The monthly (base) salary of an ambulance doctor working in emergency and urgent medical care for the 13th category is 406 manat. If a doctor is involved in the fight against coronavirus infection for 100 hours, then he/she will be paid an allowance of 1127 manat 78 qepiks. 1127.78 = ((406/144) x 100) x 4. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

3. 4996 medical workers providing inpatient medical services were paid total 7.1 million manat in the amount of 5 times the monthly official (base) salary.

Explanation from the head of the Finance Department: “The monthly (base) salary of a doctor working in the hospital for the 15th category is 440 manat. If a doctor is employed for 10 days in fighting coronavirus infection, then he/she will be paid an allowance of 916 manat 67 qepiks. 916.67 = ((440/24) x 10) x 5. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

It should be noted that 3029 non-medical workers were paid an allowance of 2.6 million manat in the amount of 3-5 times of their salary. Example: The monthly (base) salary of a cleaner working in emergency and urgent medical care for the 3rd category is 271 manat. If a cleaner works a 5-day working week involved in the fight against coronavirus infection for 10 days, then he/she will be paid an allowance of 338 manat 75 qepiks. 338.75 = ((271/24) x 10) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.
