The Agency has paid 20 million manat in temporary allowances to medical and non-medical workers involved in the fight against the coronavirus pandemic in November

In accordance with the Decree No. 1947 of the President of the Republic of Azerbaijan, dated March 18, 2020 and the Resolution No. 442 of the Cabinet of Ministers of the Republic of Azerbaijan, dated November 05, 2020, the State Agency on Mandatory Health Insurance (Agency) has paid temporary allowances for the month of November to medical and non-medical workers who were involved in the fight against the novel coronavirus (COVID-19). The payment was made according to working time.

13,641 medical workers and 3,114 non-medical workers of 33 public health facilities in Baku and 78 in other cities and regions of the country were paid a temporary allowance in the amount of 20 million manat for the month of November in proportion to their working hours/working time.

In accordance with the decision of the Cabinet of Ministers, temporary allowances were paid to employees of public health facilities for working conditions in connection with the novel coronavirus (COVID-19) infection, proportionally to their working hours, as follows:

1.  2.3 million manat was paid, i.e., three times the amount of the monthly salary of 2,832 medical workers carrying out preventive medical works.

The calculation formula was proportionate to working days/hours during the month: temporary allowance = (Base salary according to the Single Tariff Schedule/number of working days or working hours during a month) x number of days worked by employee x the multiplicity factor of the allowance amount.

Example 1: The monthly (base) salary of a physician's assistant working in a hospital for the 9th category is 346 manat. If a physician's assistant was involved in the fight against the coronavirus infection for 15 days, then he/she will be paid an allowance of 648 manat 75 qepiks. 648.75 = ((346/24) x 15) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.

A total of 6.1 million manat was paid to 3,871 medical workers providing emergency medical services, as well as to 522 laboratory workers engaged in the examination of biological material in the amount of four times the monthly official (base) salary.

Example 2: The monthly (base) salary of an ambulance doctor working in emergency and urgent medical care for the 13th category is 406 manat. If a doctor was involved in the fight against the coronavirus infection for 100 hours, then he/she will be paid an allowance of 1,127 manat 78 qepiks. 1,127.78 = ((406/144) x 100) x 4. Please note that all salary deductions payable by the employee will be calculated from the final amount.

3. A total of 9.3 million manat was paid to 6,416 medical workers providing inpatient medical services in the amount of five times the monthly official (base) salary.

Example 3: The monthly (base) salary of an infectious disease doctor working in hospital for the 11th category is 375 manat. If a doctor was involved in the fight against the coronavirus infection for five days, then he/she will be paid an allowance of 360 manat 58 qepiks. 360.58 = ((375/26) x 5) x 5. Please note that all salary deductions payable by the employee will be calculated from the final amount.

It should be noted that 3,114 non-medical workers were paid an allowance of 2.3 million manat in the amount of three-to-five times their salary.

Example 4: The monthly (base) salary of a cleaner working in emergency and urgent medical care for the third category is 271 manat. If a cleaner working a five-day working week was involved in the fight against the coronavirus infection for 10 days, then he/she will be paid an allowance of 338 manat 75 qepiks. 338.75 = ((271/24) x 10) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.

It should be stated that, according to the Resolution No. 2 of the Cabinet of Ministers, dated January 08, 2021, payment of temporary allowances to the salaries of medical workers involved in the fight against the novel coronavirus (COVID-19) is extended until March 31, 2021.
