The Agency has paid a 13.5 million manats temporary allowance to medical and non-medical workers involved in the fight against the coronavirus pandemic in October

In accordance with the Decree No. 1947 of the President of the Republic of Azerbaijan, dated March 18, 2020 and the Resolution No. 442 of the Cabinet of Ministers of the Republic of Azerbaijan, dated November 05, 2020, the State Agency on Mandatory Health Insurance (Agency) has paid temporary allowances for the month of October to medical and non-medical workers involved in the fight against the novel coronavirus (COVID-19). The payment was made according to their working time. 

9,405 medical workers and 2,369 non-medical workers of 29 public health facilities in Baku and 96 in other cities and regions of the country were paid a temporary allowance in the amount of 13.5 million manats for the month of October in proportion to their working hours/working time.

In accordance with the decision of the Cabinet of Ministers, temporary allowances were paid to employees of public healthcare facilities for working conditions in connection with the novel coronavirus (COVID-19) infection in proportion to their working hours as follows:

1. 1.7 million manats were paid, i.e. three-fold the amount of the monthly salary of 2,093 medical workers carrying out preventive medical work.
The calculation formula is proportional to working days/hours during the month: temporary allowance = (base salary according to the Single Tariff Schedule/number of working days or working hours during a month) x the number of days worked by employee x the multiplicity factor of the allowance amount.

Example 1: “The monthly (base) salary of a general practitioner working in a polyclinic for the 13th category is 406 manats. If a doctor was involved in the fight against the coronavirus infection for 10 days, then he/she will be paid an allowance of 468 manats 46 gapiks. 468.46 = ((406/26) x 10) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.”
2. A total of 5.8 million manats were paid to 3,765 medical workers providing emergency medical services, as well as 344 laboratory workers engaged in the examination of biological material in the amount of four times the monthly official (base) salary.


Example 2: “The monthly (base) salary of an ambulance doctor working in emergency and urgent medical care for the 15th category is 440 manat. If a doctor was involved in the fight against the coronavirus infection for 120 hours, then he/she will be paid an allowance of 1,353 manats 85 gapiks. 1,353.85 = ((440/156) x 120) x 4. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

3. A total of 4.1 million manats were paid to 3,203 medical workers providing inpatient medical services in the amount of five times the monthly official (base) salary.

Example 3: “The monthly (base) salary of a doctor working in a hospital for the 15th category is 440 manats. If a doctor was involved in the fight against the coronavirus infection for 10 days, then he/she will be paid an allowance of 846 manats 15 gapiks. 846.15 = ((440/26) x 10) x 5. Please note that all salary deductions payable by the employee will be calculated from the final amount.” It should be noted that 2,369 non-medical workers were paid an allowance of 1.9 million manats in the amount of 3-5 times of their salary. 

Example 4: "The monthly (base) salary of a driver working in emergency and urgent medical care for the 3rd category is 271 manats. If a driver working five days a week was involved in the fight against the coronavirus infection for 10 days, then he/she will be paid an allowance of 369 manats 55 gapiks. 369.55 = ((271/22) x 10) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

It should be stated that, according to the relevant resolution of the Cabinet of Ministers, temporary allowances to the salaries of medical workers involved in the fight against the novel coronavirus (COVID-19) infection will also be paid in proportion to the working hours in November and December of this year.
