The Agency has paid a 20 million manat in temporary allowances to medical and non-medical workers involved in the fight against the coronavirus pandemic for July

In accordance with Decree No. 1947 of the President of the Republic of Azerbaijan, dated March 18, 2020, and Resolution No. 301 of the Cabinet of Ministers of the Republic of Azerbaijan, dated August 18, 2020, the State Agency on Mandatory Health Insurance (Agency) has paid temporary allowances for the month of July to 12,756 medical workers and 3,049 non-medical workers who are involved in the fight against the novel coronavirus (COVID-19). The payment was made according to time spent working.

Medical and non-medical workers of 21 public health facilities in Baku and 70 in other cities and regions of the country were paid a temporary allowance in the amount of 20 million manat for the month of July, in proportion to their working hours/working time.

In accordance with the decision of the Cabinet of Ministers, temporary allowances were paid to employees of public health facilities for working conditions in connection to coronavirus infection proportionally to their working hours as follows:

2.3 million manat, i.e. the three times the amount of the monthly salary of 2,676 medical workers carrying out preventive medical works, was paid.

The calculation formula is proportional to working days/hours during the month: temporary allowance = (base salary according to the Single Tariff Schedule/number of working days during a month) x number of days worked by employee x the multiplicity factor of the allowance amount.

Rasim Hasanov, head of the Agency's Finance Department, explains the calculation with the following example: “The monthly (base) salary of a laboratory doctor working at a hospital in the 11th category is 375 manat. If a laboratory doctor is involved in the fight against coronavirus infection for 10 days, then he/she will be paid an allowance of 432 manat 69 qepiks. 432.69 = ((375/26) x 10) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

A total of 6.2 million manat was paid to 3,911 medical workers providing emergency medical services, as well as 374 laboratory workers engaged in the examination of biological material, in the amount of 4 times the monthly official (base) salary.

R. Hasanov explains the calculation with the following example: “The monthly (base) salary of an ambulance doctor working in emergency and urgent medical care in the 15th category is 440 manat. If a doctor is involved in the fight against coronavirus infection for 120 hours, then he/she will be paid an allowance of 1,353 manat 85 qepiks. 1,353.85 = ((440/156) x 120) x 4. Please note that all salary deductions payable by the employee will be calculated from the final amount.”

5,795 medical workers providing inpatient medical services were paid a total of 8.9 million manat in the amount of 5 times the monthly official (base) salary.

An explanation from the head of the Finance Department: “The monthly (base) salary of a doctor working in the hospital for the 15th category is 440 manat. If a doctor is engaged in fighting coronavirus infection for 10 days, then he/she will be paid an allowance of 846 manat 15 qepiks. 846.15 = ((440/26) x 10) x 5. Please note that all salary deductions payable by the employee will be calculated from the final amount.

It should be noted that 3,049 non-medical workers were paid an allowance of 2.6 million manat in the amount of 3-to-5 times their salary. Example: the monthly (base) salary of a cleaner working in emergency and urgent medical care for the 3rd category is 271 manat. If a cleaner works a 5-day working week and is involved in the fight against coronavirus infection for 10 days, then he/she will be paid an allowance of 312 manat 69 qepiks. 312.69 = ((271/26) x 10) x 3. Please note that all salary deductions payable by the employee will be calculated from the final amount.

It should be noted that, in accordance with the lists sent by public healthcare facilities, the Agency has begun payment of temporary allowances for August.
