The list of TABIB-controlled medical facilities with the right to issue referrals for disability assessment has been determined

To ensure efficiency in the assessment of disability, increase the satisfaction of citizens  and improve the quality of work in this area, 163 medical facilities have been identified to be subordinated to the Administration of the Regional Medical Divisions (TABIB). In determining the list of medical facilities, their capacity and potential were taken into consideration, and those with a high level of material and technical facilities and human resources were selected to issue referrals for disability assessment. The implemented measures will ensure access to examinations and quality medical services for those citizens who apply to health facilities within a disability category.

These health facilities have the right to issue a referral for a medical examination by the Medical and Social Expert Commission (MSEC) of the State Agency for Medical and Social Examination and Rehabilitation under the Ministry of Labor and Social Protection for disability assessment.

The Medical Consulting Commissions of these health facilities may refer patients with signs of disability to the MSEC to determine the disability category or to extend the duration of treatment, to conduct re-examinations at the end of the disability period and to set the benefit amounts for children with disabilities. Moreover, the abovementioned health facilities have the right to enter referrals (Form 88) into the Medical and Social Examination and Rehabilitation Subsystem for early re-examination of persons with disabilities, changing the cause of disability, determining the category of disability in case of industrial injury or occupational health disorders, and providing those persons with a disability with the required technical and other rehabilitation aids. According to the medical condition described in the referral, the MSEC assesses the disability and decides whether to assign them to a disability group or not.
