The per capita amount has been determined for the mandatory health insurance premiums to be paid from the state budget for 2021

The Resolution of the Cabinet of Ministers of the Republic of Azerbaijan No. 98 of March 17, 2020, "On approval of the Procedures of payment of insurance premiums in 2020 from the state budget for mandatory health insurance" was amended.

According to the amendment, the mandatory health insurance premiums will be paid from the state budget in stages in 2020 and 2021.

The per capita amount for insurance premiums is 90 manat for administrative territorial units where mandatory health insurance has been introduced since January 2020, 90 manat + 90 manat x (multiplied by) the consumer price index in the country for administrative territorial units where mandatory health insurance has been introduced since January 2021, and 67.5 manat + 67.5 manat x (multiplied by) the consumer price index in the country for administrative territorial units where mandatory health insurance has been introduced since April 2021.

Consumer prices refer to the inflation rate, which is announced by the State Statistics Committee each year. Thus, the per capita amount for insurance premiums is 90 manat for the administrative territorial units where mandatory health insurance has been introduced since January 2021 and AZN 67.5 for the administrative territorial units where mandatory health insurance has been introduced since April of 2021, taking into account the growth in accordance with the annual level of the consumer price index for 2020. For example, if the annual level of the consumer price index for 2020 is 2 percent, then the per capita amount of the insurance premium will be 91 manat 80 gepik (90 manat + 90 manat x 2%)   for the administrative territorial units where mandatory health insurance has been introduced since January 2021, and 68 manat 85 gepik (67.5 manat + 67.5 manat x 2%) for the administrative territorial units where mandatory health insurance has been introduced since April of 2021.

It should be noted that the annual level of the consumer price index for 2019 was 2.6 percent.

It should also be noted that, at the first step, mandatory health insurance has been introduced in the Nakhchivan Autonomous Republic, Mingachevir city, Gusar, Khachmaz, Guba, Shabran, Siyazan, Khizi, Gobustan, Ismayilli, Agsu, Shamakhi, Balakan, Zagatala, Gakh, Sheki, Oguz, Gabala, Goychay, Ujar, Zardab, Kurdamir, Yevlakh and Agdash districts from January of the current year.

In the second stage, from January 1, 2021, 36 cities and regions will join the system: Ganja, Naftalan, Shirvan, Gazakh, Agstafa, Tovuz, Shamkir, Gadabay, Dashkasan, Samukh, Goygol, Goranboy, Khojaly, Beylagan, Khojavend, Agjabadi, Lachin, Barda , Fuzuli, Aghdam, Tartar, Kalbajar, Astara, Lankaran, Lerik, Yardimli, Masalli, Jalilabad, Neftchala, Bilasuvar, Jabrayil, Salyan, Imishli, Saatli, Sabirabad and Hajigabul.

In the third stage, starting from April 1, 2021, the population of Baku, Sumgayit, Absheron, Khankendi, Gubadli, Zangilan and Shusha will use the Service Package of mandatory health insurance.
