Training held on contracting of health services providers

Training of trainers (ToT) on contracting of health services providers was organised within the twinning project "Support to implementation of mandatory health insurance system in Azerbaijan" funded by the European Union and implemented by State Agency for Mandatory Health Insurance (SAMHI) together with the Delegation for European and International Affairs of the French ministries responsible for social affairs and social protection bodies of Lithuania.

Being conducted by the head of Health Evaluation and Insurance department of the Ministry for Solidarity and Health of France, Emin Agamaliyev, PhD in Economics, and Taavi Lai, PhD in Evidence-based health system development, who served as the head of the e-Health Department of the Ministry of Health of Estonia, the main topics covered in the training were purchasing and contracting of health services and defining contractual conditions taking into account the strategic interests of the country in the field of health, to study international experience and set up a team of trainers. 17 people including employees of the SAMHI, Azerbaijan National Academy of Sciences, Azerbaijan Medical University and Azerbaijan State Advanced Training Institute for Doctors named after A. Aliyev participated in the training.

At the 4-day training, the principles of the preparation and implementation of strategic purchasing contracts, contracting process, international and national experience on designing of contracts, payment mechanisms for mandatory health insurance, strengthening healthcare system in Azerbaijan, main targets for health care delivery including current and potential challenges and steps to be taken in order to eliminate them were among other topics presented by trainers. Discussions were held and exercises were organised on the above topics during group work sessions.

At the training, Head of Health Policy and Clinical Coding Systems division of the SAMHI, Sharafat Ismayilova provided information on the results of MHI pilot project, payment methods for health services, and answered the participants' questions.

Participants were given certificates at the end of the training.
