Training was held for health workers on the issue of referrals for citizens

On August 25, 2021, the Department of Medical Claims and the Information Technologies and Innovations Office of the State Agency on Mandatory Health Insurance (Agency) conducted a training for health workers on the Procedure for issuing referrals at the Central Oilmen's Hospital.

The relevant staff of 9 medical facilities providing outpatient services: the Scientific Research Institute of Cardiology named after Academician J. M. Abdullayev, the Scientific-Research Institute of Pediatrics named after K. Y. Farajova, the Scientific-Research Institute of Traumatology and Orthopedics, the Republican Clinical Hospital named after Academician M. A. Mirgasimov, the Republican Hospital of Neurosurgery, the Republican Clinical Urological Hospital named after M. Javadzade, the Scientific Surgery Center named after M. A. Topchubashov, the National Center of Hematology and Transfusiology, the Republican Perinatal Center, as well as 11 medical centers attended the training sessions on the "Procedures for issuing referrals to public and private healthcare  facilities" and "Instructions on referrals for registrars and officials of medical facilities".

The purpose of the training was to inform health workers about the rules for issuing referrals to public and private health facilities for citizens, to allow them to benefit from medical services covered by the Mandatory Health Insurance Package, and thus ensure the provision of quality medical services to the population.

Giving a speech at the event, Vugar Gurbanov, Head of the Agency's Department of Medical Claims, spoke about the mandatory health insurance system applied throughout the country from April 1, 2021: “The introduction of mandatory health insurance has brought many innovations to the health system. One of the important decisions was the issuance of referrals for the provision of medical services to citizens under the Benefit Package. Our goal is to provide quality medical services to all citizens of the Republic of Azerbaijan”.

In the first part of the training, Arif Akbarov, Official of the Medical Claims Department of the Agency, made a presentation on the "Rules for issuing referrals to public and private health facilities" and informed the participants about the types of referrals, procedures for issuing urgent and scheduled referrals, the procedures for registration of referrals and the documents required for referrals.

In the second part of the training, Taleh Ahmadov, Official of the Agency's Information Technologies and Innovations Department, made a presentation on the "Referral instructions for registrars and officials of health facilities" and informed the trainees about the technical features of the electronic referral form in the hospital management system.

At the end, the Agency's representatives answered questions from the participants in detail.

The Agency will continue training sessions on the rules for issuing referrals for relevant employees of health facilities where mandatory health insurance.
