Amendments have been made to the Rules of Remuneration for Health Workers

According to the decision by the State Agency on Mandatory Health Insurance, amendments have been made to the "Rules of remuneration for health workers employed by medical facilities under the control of the public legal entity the Administration of the Regional Medical Divisions. According to the Rules, the salaries of medical workers include official (tariff) salaries, bonuses paid for working conditions, incentive bonuses and other payments stipulated in the Labor Code. Incentive bonuses for health workers are paid as fixed or monthly incentive bonuses depending on the position and the nature of the work performed.

According to the new amendment, the number of specializations / positions on fixed incentive bonuses for health workers has been increased and approved in the new edition. According to the previous Rules, doctors were paid a monthly fixed incentive for 16 specializations / positions, but according to the recent amendment, this number has been increased to 21. This amendment will come into force from April 1, 2021 (Table 1. Monthly fixed incentive bonuses applied to doctors' salaries).

According to the recent amendment to the Rules, the members of the medical advisory commission operating in medical facilities will be paid a fixed monthly bonus of 200 manats.

Monthly incentive bonuses for performance (results of the work) are paid to doctors to measure and evaluate their performance in the specialization / position. According to the recent amendment, the amount of monthly incentive bonuses paid to doctors for their performance will be applied in ratios according to the groups and categories of medical facilities. Thus, monthly incentive bonuses for the performance will be calculated by using the following ratios: 1.5 for 3rd group A category medical facilities, 1.4 for 3rd group B category medical facilities, 1.3 for 3rd group C category and 2nd group A category medical facilities, 1.2 for 3rd group D category and 2nd group B category medical facilities. For example, the bonus amount calculated for a surgical operation with a cost of AZN 1,000 included in the Benefit Package will be AZN 150 for a 2nd group B category medical facility and AZN 210 for a 3rd group B category medical facility. This amendment will come into force on April 1, 2021 (Table 2. Monthly incentives paid to doctors for their performance).

Taking into account the optimal workload and working hours, the upper quantitative limit of doctors' services is limited, and bonuses are not paid for medical services provided in excess of the upper quantitative limit.

According to the recent amendment, depending on professional level and competency, drivers in the first category will be paid 25 percent of the tariff (position) salary, and drivers in the second category will be paid 10 percent of the tariff (position) salary as a bonus. This amendment will come into force on July 1, 2021.

For middle and junior health workers, incentive bonuses are applied as fixed monthly bonuses  taking into account the nature of the services provided by them and depending on the position they hold. According to the amendment, the amount of bonuses for structural units / positions in certain positions has been increased. Depending on the area of location, the amount of monthly fixed incentive bonuses has been optimized for employees of some structural units of medical facilities (Table 3. Monthly fixed incentive bonuses applied to the salaries of middle and junior medical staff). 

The amount of incentive bonuses applied to the monthly official (tariff) salaries of non-medical workers is set depending on the performance of the medical facility. According to the new Rules, the amount of monthly incentive bonuses for some specializations / positions has been changed depending on the classification of medical facilities. Medical facilities are classified into 3 groups (groups 1, 2 and 3), and groups are classified by categories: group 1 has the following categories: A, B, C and groups 2 and 3 have the following categories A, B, C and D.

Also, changes have been made in the classification groups for monthly incentive bonuses paid to the management and non-medical staff of health facilities. According to the previous Rules, the management and non-medical staff of health facilities were paid monthly incentive bonuses on 12 positions, but according to the recent amendment, this number has been increased to 16 (paragraphs 16-4 of the Rules).

In addition, a new item headed "Amounts of bonuses paid for academic degrees and scientific titles" was added to the Rules. For health workers employed within their specialization, bonuses will be calculated at an amount of 80 manats for a Doctor of Sciences degree and 40 manats for a Doctor of Philosophy degree. This change will come into force on July 1, 2021. 
Other changes to the rules will come into force on April 1, 2021.
