An Open Day event was organized at the State Agency on Mandatory Health Insurance

The Agency on Mandatory Health Insurance (Agency) organized an Open Day event for media and civil society representatives. The purpose of the event was to provide information to the participants on the work of the Department for Citizens' Requests and Documents and on the process of receiving and resolving the requests of citizens, as well as to answer their questions.

Ilham Huseynov, head of the Agency's Division for Citizens' Requests, welcomed the guests and informed the participants about the application procedure and process: "Citizens can contact the Agency's Call Center (1542), participate in the in-person admission held on specific days during the month, and submit the written request (application) directly to the Agency. They can apply online through the Agency's official website (its.gov.az/page) or via the email address info@its.gov.az."

The main issues of concern for our citizens are related to the introduction of mandatory health insurance, examination and treatment under the Benefit Package, surgical operations, issues related to employment and labor relations, the provision of medicines in outpatient settings, and receiving referrals to private medical facilities.”

According to Aynura Ahmadova, head of the Agency's Marketing and Public Relations Department, a total of 5,828 requests of citizens were received by the Agency during the first five months of 2023: "The requests were mainly received from residents of the cities of Baku, Sumgait, and Ganja, as well as the regions of Sheki, Barda, Masalli, and Jalilabad. Of the received requests, 2,716 were related to examination and treatment, 1,710 were related to disability issues, 725 to employment and labor relations, 340 to the supply of medicines and medical means, and 337 requests were related to other issues. All requests were examined in the manner and within the time period set in the legislation."

During the mentioned period, 1,399 citizens were received by the Chairman of the Board of the Agency and authorized people in relevant departments. The citizens who applied were mostly residents of the cities of Baku, Sumgayit, and Mingachevir and the regions of Khachmaz, Beylagan, and Gabala. The issues raised during the meeting were mainly related to examination and treatment, medicines, the provision of medical supplies, and referrals to specialized medical facilities under the mandatory health insurance. The requests of the citizens were handled according to the requirements of the legislation, and the necessary instructions were given for their settlement.

Then, a presentation on electronic document flow (EDF) was demonstrated. Leyla Hasanova, an employee of the Agency's Citizen Requests Division, said that regular work is being done to facilitate the process of considering the requests of citizens. These measures are aimed at promptly solving citizens' problems and increasing their satisfaction: "The Agency benefits from the opportunities offered by EDF. Thus, issues raised by the citizens are investigated by us, and requests are sent to other relevant institutions with the relevant powers, providing necessary services during the process of handling the problems through this software. This, in turn, leads to the more efficient processing of applications and more effective control and accountability."
