Meeting held with governing team of state health facilities on “Preparation for mandatory health insurance in Azerbaijan”

The meeting entitled “Preparation for mandatory health insurance in Azerbaijan” was held on April 11, 2019 with the management team of state health facilities placed under the auspices of legal entity of public law of the " Management Union of Medical Territorial Units” (TABIB) of the State Agency on Mandatory Health Insurance.
The aim of the meeting was to inform the governing team about mandatory health insurance, implementation of new mechanisms of health financing, actions to be taken in order to increase the quality of medical services.
The minister of health of the Republic of Azerbaijan Oqtay Shiraliyev, assistants to the First Vice-President Khalid Ahadov and Emin Huseynov, chairman of the Board of the State Agency on Mandatory Health Insurance Zaur Aliyev and directors of about 160 state health facilities. In his opening speech, the minister of health Oqtay Shiraliyev said that the implementation of mandatory health insurance will create new sources of financing, providing population with quality health services, enhance the material and technical resources of health facitilities and strengthen diagnostic treatment capabilities.
Supplements to salaries of healthcare workers will lead to labor stimulation and enhance their social welfare.

Assistant to the First Vice-President Khalid Ahadov spoke about the attention shown by the First lady of Azerbaijan Mehriban Aliyeva to health care.
He noted that at the initiative of the Heydar Aliyev Foundation, of which Mehriban Aliyeva is a president, in the capital and the regions health actions, surgery for children suffering from heart failure and other pathologies, checkups of children from low-income families, and other activities have been carried out. Khalid Ahadov said positive results were achieved in territories where mandatory health insurance is being implemented as a pilot project.

The chairman of the Board of the State Agency on Mandatory Health Insurance Zaur Aliyev spoke about the cooperation perspectives with state health facilities stressing the importance of mandatory health insurance in effective use of funds allocated for health care and attracting the new resources for health financing.
Z.Aliyev underlined the importance of introducing hospital registration system in line with new requirements.
The director of health policy and clinical coding division at the Agency Sharafat Ismayilova made a presentation on “Preparatory activities for transition to mandatory health insurance”.

She noted the importance of improving hospital registration systems, improving supplies, as well as primary medical services in order to implement mandatory health insurance across the country next year.
She also spoke about the mandatory health insurance package services and financial sources.
It should be noted that by order of the President of the Republic of Azerbaijan No. 418 dated December 20, 2018, from January 1, 2020, medical facilities in the state health care system will be placed under authority of TƏBİB established within Agency.
