Salary increment will be applied for doctors

 The State Agency on Mandatory Health Insurance has approved the regulation "On the Compensation System for Healthcare Personnel of Medical Facilities under the jurisdiction of the Public Legal Entity “Administration of the Regional Medical Divisions.” According to the regulation, the salary of health workers includes salary (tariffs), allowances for working conditions, incentive increments, and other payments provided by the Labor Code, depending on their position, seniority, and performance evaluation.

Allowances for working conditions include the following types:

•    increments for working conditions that are hazardous to health and difficult;
•    increments for working conditions that are particularly dangerous and severe;
•    increments for working conditions associated with human immunodeficiency syndrome (AIDS) or human immunodeficiency virus (HIV);
•    increments for qualification degrees;
•    increments for continuous work experience;
•    increments for works carried out during the night time;
•    increments for specific working conditions;
•    increments for tense, complex, and high quality work, as well as high performance.

Taking into account the specifics of the work carried out by healthcare staff, incentive increments to their monthly salaries (tariffs) are defined in fixed increments, or merit-based increments depending on their positions. Taking into account the nature of their job responsibilities and the specifics of the registration of a patient's inquiry for a particular doctor position, a fixed incentive increment is applied to the monthly salary (tariff) of some doctors (by specialization/position):

*In addition, doctors receive incentive increments for their merits.

In addition, incentive increments based on merit are provided to doctors for the purpose of measuring and evaluating the services provided by their specialization/position. Given the optimum workload and working hours, the maximum limit for doctors' services is restricted and no overpayments for medical services are provided.

Physician-gynecologists and doctors working on all surgical specializations 

Working day limit for each outpatient physician:

Carrying out medical examinations (by a qualified doctor) for a maximum of 20 insured persons (with the exception of the insured patients admitted to surgery)

At the rate of 7% of the tariff applied for medical examination carried out by a qualified doctor

At the rate of 15% of the tariff applied for surgery procedures

Assistant doctors working on  surgical specializations 

The calendar month limit for each physician working as an assistant doctor under in-patient conditions:

Carrying out a maximum of 60 surgery operation for insured persons

At the rate of 3% of the applied tariff

The calendar month limit for each physician working as an assistant doctor under in-patient conditions:

No limit is set for operations on non-insured persons

At the rate of 3% of the applied tariff

Physicians working on the specialization of  anesthesiologists-resuscitators

Limits for any anesthesia operations performed by a physician:

No limit is set

At the rate of 5% of the applied tariff

Doctors of the neonatology division

The calendar month limit for newly-born babies treated under in-patient conditions:

No limit is set

At the rate of 7% of the applied tariff

General practitioners and surgeons

Working day limit for medical examinations carried out by qualified doctor for non-insured persons:

No limit is set

At the rate of 15% of the applied tariff

The calendar month limit for surgery operations and procedures for non-insured persons:

No limit is set

At the rate of 30% of the applied tariff

Dentists

The calendar month limit for the doctor:

No limit is set

At the rate of 60% of the applied tariff, but without the cost of medical supplies used in the service

Doctors working as the head of structural units

The calendar month limit for each physician for medical statements (except for medical statements issued on periodic medical examinations of obligatory groups) and extracts issued as a result of providing appropriate medical services:

Doctors carrying out ultrasound examinations

Carrying out diagnostic examinations for a maximum of 22 insured persons

Doctors specializing in EEQ (Electroencephalography), EMG (Electromyography) and Endoscopic Examination

Carrying out diagnostic examination for a maximum of 35 insured persons

At the rate of 10% of the applied tariff for X-ray, Mammography. At the rate of 14% of the applied tariff for fluorography

Cardiologist doctors

Working day limit for doctor for issuing ECG (electrocardiogram) conclusion:

No limit is set

At the rate of 10% of the applied tariff

 

An increment in the amount of 30 manat is paid for each night shift for doctors in the intensive care division and five manat for each patient to whom services are provided during the night. Fixed incentive increments are applied to the monthly salaries (tariff) of managers (heads), doctors ,and dispatchers of emergency ambulance care stations (divisions) in accordance with compensation rates. An increment at the rate of 15% of the monthly salary of a certain group of health workers is applied for working conditions that are hazardous to health and difficult. The rate of increment applied for working conditions that are particularly dangerous and severe will be 20% of their monthly salary and 60% for working conditions associated with human immunodeficiency syndrome (AIDS) or human immunodeficiency virus (HIV).

Fixed increments are paid to doctors working far from their places of residence in villages and settlements. Fixed incentive increments are applied at the rate of 50% of the hourly salary (tariff) of doctors of the surgery, intensive care, maternity, gynecology, and ambulance divisions (division, department, station, cabinet, etc.) of medical facilities, based on the hours of work carried out during the night time (for ambulance services, as well as 35% of the regular incentive increments referred to in paragraph 17.4 of the regulations). For other staff, the rate of increments applied will be 35% of their salary (tariff).
