The proposals prepared for improvement of healthcare facilities management

The State Agency on Mandatory Health Insurance prepared the document “Proposals on the improvement of healthcare facilities management, optimization of their performance and application of more effective management methods” in accordance with the paragraph 6.3 of the Presidential Decree of the Republic of Azerbaijan № 418 dated 20 December 2018.

The document has been prepared on the basis of initial assessment of healthcare facilities located in Baku and regions.

The assessment was conducted in four different directions – the existing material-technical infrastructure, health services possibilities, information technologies and medical statistics.

The document was formulated considering the global health data, the reports of different international organizations and experiences of various countries.

The document suggests a number of reforms for improvement of healthcare facilities management – optimization of healthcare facilities network, strengthening the medical equipment provision, human resources development and proper distribution across country.

According to proposals in 2020 the Agency plans to introduce 20 quality standards in order to increase the quality of health services.

The number of quality standards will be increased in the following years. Moreover, the Agency plans to use 16 indicators at an early stage to monitor health indicators and to study the health status of the population.

The indicators will track healthcare expenditure analysis, financial sustainability, birth and death rates, as well as statistical data on use of health services.

The proposals also include the upgrade of unified tariff scale used for remuneration of doctors and its compliance with the requirements of the labor market.

The introduction of this approach will lead to expansion of range of services and quality improvement.
