Training held in Ankara for the managerial staff of state health facilities

The managerial staffs of state medical facilities where mandatory health insurance is applied completed an 11-day training course on Hospital Management at Ankara University. The training was organized with the support of Ankara University and the Turkish Cooperation and Coordination Agency (TIKA) as part of the "Protocol on provision of educational services and scientific cooperation" signed between the State Agency on Mandatory Health Insurance (Agency) and Ankara University. The training was held to develop the knowledge and skills of the managerial staffs of hospitals.

The delegation was led by Nigar Bayramova, Deputy Chairman of the Board of the Agency. Directors and deputy-directors of 15 state medical facilities attended the training held from May 30 to June 10, 2022.

Nejdet Unuvar, Ankara University Rector, Emine Özmete, Medical Sciences Faculty Dean, Rahman Nurdun, TIKA Deputy Chairman, and Rashad Mammadov, Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Türkiye, participated in the closing ceremony of the training program. The event was attended online by Jahit Bagji, Ambassador Extraordinary and Plenipotentiary of the Republic of Türkiye to our country, Zaur Aliyev, Chairman of the Board of the Agency, and Vugar Gurbanov, Acting Chairman of the Board of TABIB.

In his speech at the event, Nejdet Unuvar described the importance of hospitals in protecting the health of the population in the health care system. The Rector said that management of health facilities is difficult and complicated due to their structure: "The increase in health care awareness and public expectations has raised the demand for health care services, creating a need for the introduction of advanced technologies in medicine and cost management. In recent years, important reforms have been carried out in the mandatory health insurance system of Azerbaijan. The 70-hour training program developed by our university for improving the management of hospitals covers 16 different topics, such as health policy and reforms, economic evaluation in health care, quality and accreditation in hospitals, health insurance and hospital relations, cost analysis in hospitals, and human resource management. The training program also covers visits to Bilkent City Hospital and Ibn Sina Hospital. I hope that the program will serve as a basis for joint research and educational activities between the two institutions."

Rahman Nurdun said that Türkiye shares the successful experiences gained in many fields with friendly countries under various projects and programs: "As an organization with 62 representative offices in 60 countries and operating in more than 150 countries, we are committed to improving the technical infrastructure and institutional skills in many fields and developing the relations between our countries.

Zaur Aliyev emphasized the importance of training in terms of improving management in medical facilities where mandatory health insurance is applied: "I express my deep gratitude to the Turkish Cooperation and Coordination Agency and Ankara University for supporting us in conducting the training program. The trainees will acquire theoretical and practical knowledge in the effective management of health facilities. I am sure that the hospital managers will successfully apply the knowledge gained from the training in their activities and will spare no effort to improve the performance of the health facilities they manage by using more efficient management methods."

In his speech, Vugar Gurbanov said that one of the main goals is to involve qualified personnel in the exchange of experience in the field of the development of medicine in our country: "For this purpose, the study of the experience of Türkiye and its application in the health care of our country are very important. I am sure that we will benefit from the training very soon. All this is a part of the work done to provide citizens with quality services."

It should be noted that the training program was provided by academic staff of Ankara University's Health Management Department, managers and employees of relevant hospitals, the General Health Insurance Directorate of the Social Protection Agency of the Republic of Türkiye, the Quality and Accreditation Institute of Turkish Health Services, and MEDDATA, which specializes in ICT systems in the field of health care.

At the end, certificates were presented to the participants and a commemorative photo was taken.
