Zaur Aliyev was born in Baku, Azerbaijan in 1981.

In 1997-2000 he studied A-levels at Cambridge Regional College (Cambridge, the United Kingdom).

In 2000-2003 he studied accounting and finance at the University of East Anglia (Norwich, the United Kingdom).

In 2003-2009 he worked at Ernst & Young’s Almaty, Baku and London offices holding various positions.

In 2010-2015 he worked at PASHA Holding and PASHA Insurance holding various managerial positions.

He is a fellow member of the Association of Chartered Certified Accountants (London, the United Kingdom).

He attended a number of professional trainings, including those held by London Business School (London, the United Kingdom), Harvard Business School (Boston, the United States) and IE Business School (Madrid, Spain).

On 27 October 2015 he was appointed Director of the State Agency on Mandatory Health Insurance under the Cabinet of Ministers of the Republic of Azerbaijan (the Presidential Order No. 1474).

On 11 September 2017 he was appointed Chairman of the Executive Board of the State Agency on Mandatory Health Insurance (the Presidential Order No. 3222).

Upon the Order of the President of the Republic of Azerbaijan, N 1205 dated 27 May 2019, Zaur Aliyev, the Chairman of the Executive Board of the State Agency on Mandatory Health Insurance was awarded with the jubilee medal of “100th anniversary of the Azerbaijan Democratic Republic (1918-2018)”.

On behalf of the President of the Republic of Azerbaijan, by the order  №0214t dated December 24, 2020 of the Minister of Defense of the Republic of Azerbaijan, Zaur Aliyev, Chairman of the Executive Board of the State Agency on Mandatory Health Insurance was awarded with the medal "For merits in the field of military cooperation."

Zaur Aliyev, the Chairman of the Board of the State Agency on Mandatory Health Insurance was awarded with jubilee medal "100 years of Heydar Aliyev (1923-2023)" in accordance with the order № 4289 of the President of the Republic of Azerbaijan, dated February 2, 2024.

By the Decree of the President of the Republic of Azerbaijan, N 1677 dated May 13, 2022, Zaur Aliyev was appointed Chairman of the Supervisory Board of the  Administration of the Regional Medical Divisions (TABIB).

By the Decree of the President of the Republic of Azerbaijan,  dated April 7, 2023, Zaur Aliyev was appointed member of the Tariff (price) Council of the Republic of Azerbaijan.

Married with three children.

Nigar Bayramova was born in Baku, Azerbaijan in 1980.

In 1997-2001 she studied biology at the Azerbaijani State Pedagogical University.

In 2006-2009 she studied finance and crediting at the Western University (Baku, Azerbaijan).

In 2009-2015 she attended numerous trainings in management in the United Kingdom, Turkey and Russia.

In 2001-2004 she worked at a number of private entities as an accountant.

In 2004-2010 she worked at BE&G Insurance holding various positions.

In 2010-2016 she worked at PASHA Insurance as Chief Accountant.

On 26 May 2016 she was appointed Deputy Director of the State Agency on Mandatory Health Insurance under the Cabinet of Ministers of the Republic of Azerbaijan (the Presidential Order No. 2070).

On 18 October 2017 she was appointed Deputy Chairman of the Executive Board of the State Agency on Mandatory Health Insurance (the Presidential Order No. 3304).

By the Decree of the President of the Republic of Azerbaijan, N 1677 dated May 13, 2022, Nigar Bayramova was appointed member of the of the Supervisory Board of the  Administration of the Regional Medical Divisions (TABIB).
