To enhance citizens’ access to healthcare services included in the mandatory health insurance Benefits Package, the State Agency on Mandatory Health Insurance has expanded its network of contracted medical institutions. The number of healthcare providers—comprising both private institutions and those affiliated with state bodies—has grown from 165 to 192.
This expansion extends beyond the capital and major cities like Baku, Ganja, and Sumgayit, reaching numerous regions across the country. Private medical institutions now operate in regions such as Absheron, Guba, Gusar, Khachmaz, Ismayilli, Shamakhi, Gabala, Sheki, Zagatala, Balakan, Naftalan, Goranboy, Shamkir, Tovuz, Mingachevir, Barda, Kurdamir, Sabirabad, Imishli, Saatli, Shirvan, Salyan, Bilasuvar, Masalli, and Lankaran. Currently, 70 percent of these institutions are located in Baku, with the remaining 30 percent distributed throughout the regions, ensuring broader access to medical care across the country.
Over the past year, 211,105 medical services were provided to citizens who received referrals to private medical institutions under the mandatory health insurance system. Of these services, 3,394 were provided to children and 207,711 to adults. The most frequently accessed services included invasive radiology, ophthalmology, and cardiovascular surgery.
Citizens are entitled to 3,315 types of medical services within the framework of the Benefits Package of mandatory health insurance. These services are primarily offered at state medical institutions under the authority of the Administration of Regional Medical Divisions (TABIB), as well as nine scientific research institutes of the Ministry of Health. In cases where a service cannot be provided at a public facility, patients may be referred to a private institution that has a contract with the Agency. The choice of the private medical institution is at the discretion of the patient. Upon presenting a valid referral, services within the Benefits Package are provided free of charge at the selected private institution. The referral is valid for a period of 10 working days.
In emergency and urgent cases, citizens can directly approach private medical institutions for services covered under mandatory health insurance. In such instances, the State Agency on Mandatory Health Insurance covers the costs according to the tariffs outlined in the Benefits Package.
The list of private medical institutions contracted by the Agency, along with their addresses and contact details, is available on the Agency’s official website at https://its.gov.az/page. This list is updated regularly to reflect any changes or additions.
