Media representatives became familiar with the organization of mandatory health insurance at the Clinical Medical Center

The State Agency on Mandatory Health Insurance (Agency) and the Administration of Regional Medical Divisions (TABİB) organized a media tour of the Clinical Medical Center (CMC).

The purpose of the media tour was to familiarize the media representatives with the activities of the CMC and with the implementation of the mandatory health insurance system; the tour allows patients to observe the process of using the insurance system.

Konul Alakbarov, Director of the CMC, noted that, after the introduction of mandatory health insurance, structural changes were implemented and a public legal entity was established, known as the Clinical Medical Center, which unites several health facilities in the Nasimi, Yasamal, and Sabail districts: "After the introduction of insurance, in terms of the accessibility of medical services, the number of inquiries to the hospital has increased. Since 2020 was a year of pandemic, I will compare with 2019. For example, in 2019, 65,242 requests were received for outpatient medical services, and, in 2021 and 2022, the number of requests increased to 108,606 and 276,835, respectively. In the current year, the number of admissions to inpatient service was 22,166, and the number of surgical operations increased by almost three times compared to last year, reaching 9,762.

Due to the opportunities provided by mandatory health insurance, new medical departments were established within the CMC, modern medical equipment (e.g., ECHO, ECG, USE, CT, colonoscopy, etc.) was purchased, and specialists educated in Türkiye and other European countries were employed: "Departments of Urology, Neurosurgery, Thoracic surgery, and Endoscopy were established within CMC. The largest Hemodialysis Center in the country has started operating under CMC. For treatment of acute and chronic hemodialysis patients in the Center and to provide quality medical services, additional hemodialysis devices were purchased, and the number of beds was increased to 81. The Division of Nephrology was established in the Hemodialysis Center. Here, diseases, such as hypertension of renal origin, chronic renal failure, acute renal failure, and others are being treated,"  — he said.

Aynura Ahmadova, head of the Agency's Marketing and Public Relations Department, told media representatives that the main goal of the Agency is to improve the quality and availability of medical services provided to the people: "The provision of quality medical services is dependent on healthcare infrastructure and staffing. The conditions created in CMC and the presence of highly qualified personnel allow for the successful implementation of mandatory health insurance and the convenient use of services by the population. This is evident from the results. More than 1,370,000 medical services were provided to 127,732 patients this year. The CMC is the 4th among the 10 health facilities that provided the most services during the year. The surgical operations were performed mainly in the digestive system, musculoskeletal system, nose, mouth, and pharynx,”— she added.

During the media tour, the journalists became more familiar with the process for patients applying to health facilities, the terms of using mandatory health insurance, and diagnostic examination rooms, as well as the activities of several medical departments. The journalists also visited the newly established emergency medical department, which is the largest in the South Caucasus. They examined two resuscitation rooms, an eight-bed mini-resuscitation room, a 36-bed observation room, a plaster and intervention room, a gynecological room, and rooms for providing emergency medical care to children.
