Joint statement from the Ministry of Health of the Republic of Azerbaijan, the State Agency on Mandatory Health Insurance, and the Administration on the Regional Medical Divisions

On May 13, 2022, the President of the Republic of Azerbaijan signed a decree aimed at enhancing the efficiency in the field of public health protection, ensuring the sustainability of health system, and improving the access to quality healthcare services.

The Decree outlines that the Ministry of Health of the Republic of Azerbaijan was tasked to establish a Healthcare Transformation Center Working Group consisting of healthcare actors and relevant state bodies.

The ultimate goal of the Healthcare Transformation Center is aimed at increasing the satisfaction of Azerbaijani citizens with the healthcare system. In this regard, improvement of normative-legal framework and management models is needed for coordinated action of major healthcare actors.

The proposals agreed with the members of the Working Group will be presented following the analysis of international experience and the current situation related with the implementation of the tasks set by the Center.

According to the Decree, scientific-research entities have been attached to the Ministry of Health. Scientific-research institutes and scientific centers are cornerstone in clinical educational process, playing an important role in training of residents and doctors.

Adapting the work of the Ministry of Health of the Republic of Azerbaijan to the challenges of the modern era and the continuous development of the health care system have created a need for additional human resources. The staffing in the structure of the ministry has increased to 130 positions to carry out consistent work with medical workers employing in healthcare system, to ensure a continues improvement of the system and to organize the activities in accordance with today’s demands.

According to the decree, the overall guidance and supervision of the Administration of the Regional Medical Divisions public legal entity (hereinafter – TABIB) will be carried out by Supervisory Board.

Supervisory Board of TABIB consists of the Chairman of the Executive Board of the State Agency on Mandatory Health Insurance, Deputy Minister of Health of the Republic of Azerbaijan, Deputy Minister of the Labor and Social Protection of the Population, Deputy Chairman of the Executive Board of the State Agency on Mandatory Health Insurance and Chairman of the Trade Union of Health Workers.

The current management of TABIB is carried out by Executive Director and his three deputies appointed and dismissed by the Supervisory Board of TABIB.

In accordance with the Law of the Republic of Azerbaijan “On Health Insurance”, TABIB determines the tariffs of medical services not included in the Benefit Package and services rendered to the population on a paid basis by state medical entities attached to TABIB, as well as tariffs of services provided to persons who do not qualify for insured status under the Law in question.
