Net monthly salaries of doctors working in 31 specialties are expected to reach 1000 manats after changes are made to the “Regulation on remuneration of healthcare workers of medical entities subordinated to the Administration of the Regional Medical Divisions public legal entity”.
The Chairman of the Executive Board of the State Agency on Mandatory Health Insurance Zaur Aliyev said that continuous measures are being taken to improve the quality of medical services and the social welfare of medical workers.
“This is the fifth change made to the regulation on remuneration of healthcare workers. We are trying to make sure that the medical workers who provide the service remain satisfied with the implementation of mandatory health insurance as much as the recipient of the medical service. Our goal is to improve the social well-being of medical workers and ensure that citizens have access to medical services. This increase will apply to eight thousand doctors working in 31 specialties. An increase in the salary of doctors working in 17 specialties (Table 1) will be two times, while salary growth of doctors working in 14 specialties (Table 2) will vary between 20 to 90%. As our financial capabilities increase, we will try to strengthen the social protection of healthcare workers by reconsidering the Regulation on remuneration of healthcare workers.”

The planned increase in salary will require additional financial expenses approximately 100 million manats per year. Changes to the Regulation are expected to go into effect before June 1, 2022.
The previous change made to the Regulation on remuneration of healthcare doctors envisaged an increase of incentives paid to healthcare workers for academic degrees in cases where they work in their specialties.
The incentives paid for the academic degrees of Doctor of Sciences and Doctor of Philosophy have been increased by 20 manats and reached 100 and 60 manats, respectively.
Moreover, doctors working in reanimation, intensive care and anesthesiology, toxicology departments, as well as intensive care blocks/units will be paid 5 AZN for each patient provided with medical care during night and day shifts.
Previously, the doctors working in mentioned divisions were paid extra for each patient only when medical care was provided during the night shift.
