The State Agency on Mandatory Health Insurance has released statistics on medical services provided to citizens through medical facilities overseen by the Administration of Regional Medical Divisions (TABIB) under the mandatory health insurance system in 2023.
During this period, over 5 million people sought medical care at state facilities a total of 22.3 million times. This indicates that 52% of the country’s population benefited from mandatory health insurance. State medical facilities provided 70.2 million services to the population, with 86% of these services delivered in outpatient settings and 14% in inpatient settings.
Below are the top five medical facilities that provided the highest number of services in 2023:
Baku General Health Center, Sumgayit Medical Center, Ganja City United Hospital, Republican Clinical Hospital named after Academician M.A. Mirgasimov, and Sabunchu Medical Center.
Most requests were related to general medical examinations, as well as diseases of the endocrine, respiratory, circulatory, and musculoskeletal systems.
Services provided in contracted medical facilities
Citizens are referred to the Agency's contracted medical facilities (both public and private) when specific services are not available at state facilities under TABIB. In 2023, a total of 300,137 referrals were issued to citizens.
From January to November 2023, citizens receiving referrals benefited from 155,361 medical services under mandatory health insurance in contracted medical facilities. Of these services, 2,857 were provided to children, and 152,504 to adults.

Additionally, it should be noted that liver, kidney, and bone marrow transplantation services were included in the Benefit Package as of August 2023. The five-month total for these procedures was 37.
The provision of medical services by contracted facilities upon referrals, and their registration in the electronic registry, continued throughout the year, from January to December.
