Necessary measures are being taken to enhance the organization of primary health care, facilitate the early detection of diseases, and ensure timely treatment across the country.
As part of these ongoing efforts, the State Agency on Mandatory Health Insurance and the Administration of Regional Medical Divisions (TABIB) have jointly launched a new project aimed at improving primary health care. A coordination group composed of experts from both institutions has been established to oversee the implementation of this project.
The project's primary goal is to deliver accessible, high-quality, comprehensive, and patient-oriented medical services to the population. It aims to ensure that citizens receive uninterrupted medical care even in the most remote areas. Additionally, the project is expected to foster the efficient use of financial resources in the field of primary health care and support the organization of universal medical services.
Within the framework of the project, it is planned to ensure capacity building for personnel in the mentioned field, to optimize the institutions providing primary health care across the country in accordance with the health needs of the population, and to develop relevant plans for improving the infrastructure.
Further objectives include expanding and improving the range and quality of medical, preventive, and educational services provided within the framework of primary health care. The project also plans to regulate financial resources allocated to this sector based on the range of services offered. Strategic procurement, new financing methods for primary healthcare services, including preventive care, and the establishment of an incentive financing system for medical professionals are among the planned measures.
Primary health care serves as the foundation of primary medical and sanitary assistance. It encompasses activities such as disease prevention, initial diagnosis, treatment, medical rehabilitation, pregnancy monitoring, promotion of healthy lifestyles, and public health education. Primary health care is delivered by family doctors, field doctor-therapists, field doctor-pediatricians, and other qualified medical professionals, supported by relevant secondary medical staff.
