A pilot project has been launched for the medical examination of citizens who have completed their initial military registration and have been called up for mandatory active military service, as well as those undergoing repeat medical certification in the Northern region of the country. This examination will be conducted at the Guba District Central Hospital.
The State Service for Mobilization and Conscription, the State Agency on Mandatory Health Insurance, and the Administration of Regional Medical Divisions have initiated a joint pilot project to centralize the medical examination of conscripts. Starting May 6, 2024, medical examinations for conscripts from Guba, Gusar, Khachmaz, Siyazan, and Shabran districts will be held at the Guba District Central Hospital.
To facilitate this, Mursal Ibrahimov, Head of the State Service for Mobilization and Conscription, and Zaur Aliyev, Chairman of the Board of the State Agency on Mandatory Health Insurance, have signed an agreement. The main objectives of the project are to centralize medical examinations, ensure the accessibility of medical services, and enhance citizen satisfaction.
Guba District Central Hospital, located at 42 Fatali Khan Street, Guba city, is equipped with reception and examination rooms. These rooms are fully equipped with the necessary medical equipment. The hospital operates on weekdays from 9:00 to 18:00. During the medical examination, conscripts will be evaluated by a range of specialists, including surgeons, therapists, neurologists, psychiatrists, ophthalmologists, otorhinolaryngologists, dentists, dermatovenerologists, psychologists, and other specialists as needed.

According to the Decree of the President of the Republic of Azerbaijan No. 2317, dated September 6, 2023, starting July 1, 2024, the final medical examination of conscripts, conducted by regional, city, and district conscription commissions, will be carried out by the State Medical and Social Expertise and Rehabilitation Agency under the Ministry of Labor and Social Protection of the Population. This includes assessments related to fitness for non-ordinary active military service, postponement of conscription due to temporary unfitness for active military service caused by health issues, unfitness for active military service in peacetime, limited fitness in wartime, and unfitness for military service in both peacetime and wartime.
