TABIB and the State Agency on Mandatory Health Insurance (Agency) organized a media tour to the Gabala District Central Hospital (Hospital).
In her opening speech, Zamira Adilova, Head of the Public Relations and Communications Department of TABIB, welcomed the participants and highlighted the efforts made to enhance the quality of specialized medical services offered in health facilities under TABIB's supervision. She stated: “During the first nine months of 2024, approximately 62 million medical services were provided in health facilities operating under TABIB. The total number of requests to medical facilities increased by 24% compared to January-September 2022 and by 13% compared to the same period in 2023.”
Zamira Adilova further emphasized that one of TABIB's priority goals is to respond promptly to every citizen's request and take the necessary actions: “During the first nine months of 2024, the TABIB Citizens Requests Department received 20,134 requests. Of these, 10,791 (53.59%) were inquiries, 9,318 (46.27%) were complaints, and 25 (0.12%) were suggestions. Additionally, 2,050 applications were received via social media platforms."
According to Leyla Latifova, Head of the Public Relations Division of the State Agency on Mandatory Health Insurance, significant measures have been implemented to enhance the hospital's supply base following the introduction of mandatory health insurance, ensuring citizens' access to high-quality medical services. She stated: “The hospital now performs endoprosthetic replacement, tendon transfer procedures, as well as laparoscopic, gynecological, and ENT surgeries. Advanced diagnostic tools, including MRI, CT, Holter monitoring, C-arm X-ray, spirometry, electro encephalography, and various physiotherapy equipment, have been made operational to facilitate fast and accurate diagnoses."
Leyla Latifova also highlighted the significant improvements in healthcare workers' income following the introduction of mandatory health insurance, aimed at enhancing the social well-being of doctors. She stated: “Doctors receive both a fixed monthly salary and performance-based incentive allowances. In 2023, the average performance-based incentive allowance for doctors at Gabala District Central Hospital was 733 manats. During the first six months of 2024, this amount increased to 1,206 manats. This growth was driven by an increase in the number of patients, as well as a rise in the volume and tariffs of medical services included in the Benefits Package. The performance-based incentive allowances for some doctors exceeded a maximum of 2,200 manats in 2023, and in the first six months of 2024, this figure reached 3,600 manats."
Following the screening of a video showcasing the hospital's activities, the director of the Gabala District Central Hospital, Jeyhun Ahmadov, provided detailed information about the hospital's structure and operations. He stated that the hospital currently oversees three family health centers, 30 medical centers, and five doctor centers, employing a total of 900 staff members, including 126 doctors, 407 paramedical workers, and 367 non-medical workers. The health facilities under the hospital's supervision have a total of 165 beds. Ahmadov elaborated: “The hospital houses departments for surgery, gynecology, pediatrics, therapy, emergency medical care, infectious diseases, radiology, hemodialysis, and laboratory services. In 2023, the hospital provided 247,890 outpatient services, 4,659 inpatient services, and 29,580 emergency medical care services. During the first nine months of 2024,outpatient services totaled 190,291, inpatient services reached 3,986, and emergency medical care services numbered 23,951. From January to August 2024, a total of 95,024 patients sought care at the facility. The total number of operations performed was 3,110, the number of births was 530, radiological services amounted to 63,756, and laboratory services reached 213,512.”
J. Ahmadov emphasized that the hospital is equipped with state-of-the-art medical technology to provide citizens with comprehensive healthcare services and ensure high-quality treatment and diagnostics. He stated: “The hospital has extensive capabilities to deliver a wide range of medical services to the region’s population. It is fully equipped with advanced medical devices, including magnetic resonance tomography (MRT), multi-slice computed tomography (CT), digital ultrasound machines, telescopic X-ray systems, digital DR X-ray devices, laparoscopes, electroencephalography (EEG) machines, and other cutting-edge equipment. Additionally, several innovations have been implemented at the hospital, such as the acquisition of new medical devices, the recruitment of specialized doctors, and the introduction of advanced procedures, including ENT surgeries and endoprosthetic operations.”
Jeyhun Ahmadov also outlined the hospital's goals for 2024, emphasizing its commitment to expanding and enhancing medical services. He mentioned that the hospital aims to increase the number of operations, introduce gastroenterological procedures and surgeries, and establish new departments for cardiology, traumatology, neurology, and ophthalmology. Additionally, the hospital plans to initiate eye surgeries as part of its service expansion. Following his remarks, the media tour participants visited various departments of the hospital and underwent examinations at the facility.
It is noteworthy that the current facility of the Gabala District Central Hospital began operations on April 9, 2024, following an inauguration ceremony attended by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev. The six-story main building of the hospital comprises three interconnected blocks.
