Pilot project on primary health care is launching in Barda district

The State Agency on Mandatory Health Insurance (the Agency) and the Administration of the Regional Medical Divisions (TABIB) are launching a joint pilot project to improve primary health care in Barda district.  The project aims to provide the population with high-quality primary health care tailored to their needs.

An event was held at the Barda District Cultural Center to present the project.  The event was attended by the Head of the Barda District Executive Power, Vidadi Isayev; Chairman of the Agency's Executive Board, Zaur Aliyev; Deputy Chairman of the Executive Board, Nigar Bayramova; Advisor to the Chairman of the Executive Board, Isa Aliyev; Executive Director of the Administration of the Regional Medical Divisions, Vugar Gurbanov; Deputy Executive Directors of TABIB Anar Israfilov and Araz Nasirov; Member of Parliament Fatma Yildirim; and Director of the Barda District Central Hospital, Vusal Mammadov.

The event started with a video dedicated to primary health care.  Highlighting the development of medical services in the country, the video noted that 2,334 primary health care facilities are currently operational, including 258 Family Health Centers (FHCs), 888 rural medical stations and polyclinics, 1,186 rural health points, and 2 village hospitals. It was also noted that citizens receive 35 types of primary healthcare services under mandatory medical insurance.

In his opening speech, Vidadi Isayev, Head of the Barda District Executive Power, highlighted the attention and care that President Ilham Aliyev devotes to the healthcare sector.  He emphasized that modern medical facilities have been established across the country as part of ongoing healthcare reforms.  Among these are the newly built and renovated Barda Treatment Diagnostic Center and Barda District Central Hospital, which serve not only local residents but also populations in surrounding regions.

Zaur Aliyev, Chairman of the Agency's Executive Board, discussed the benefits of digitizing the activities of medical institutions providing primary health care under the project.  Zaur Aliyev emphasized that primary health care plays a crucial role in improving the population’s health and highlighted the importance of developing this area.

“In addition to general infrastructure development, personnel training, and improvement of primary health care, one of the main innovations to be implemented in this area is the creation of the "Family Doctor Information System" module and its application in medical institutions providing primary health care. This tool is intended to fully digitalize institutions providing primary health care. With this innovation, family doctors will have access to information about patients’ surgeries and chronic conditions through the electronic system. This will allow for a more accurate assessment of the patient’s health.”

Vugar Gurbanov, Executive Director of the Administration of the Regional Medical Divisions emphasized that robust primary health care, which forms the foundation of the health system, is essential for achieving universal medical coverage and effectively combating both infectious and non-infectious diseases.

“We must ensure that citizens seek medical care not only after falling ill but also prioritize prevention. This approach not only improves population health indicators but also enhances overall economic productivity. Currently, the number of primary health care visits per capita in Azerbaijan is roughly ten times lower than in comparable countries. The ongoing efforts to optimize and reorganize primary medical and sanitary services nationwide will yield better results in the future,” he stated.

Vusal Mammadov, Director of Barda District Central Hospital, presented details of the project and its advantages:

"The pilot project aims to adapt the infrastructure and personnel potential of primary health care in the district to modern standards. Electronic registration of vaccinations, home visits for young children, pregnant and lactating women, and other primary health care services will create comprehensive and accurate statistical data on population health.  Strengthening primary health care will also reduce the burden on polyclinic and inpatient services."

Rashad Chobanli, Head of the Primary Health Care Department of the Administration of the Regional Medical Divisions, spoke about the preparatory work conducted before the pilot project’s launch. Highlighting the role of the Coordination Group established under the project, he emphasized the importance of primary health care in safeguarding public health:

"Human health is at the center of all the work we carry out. Our goal is to achieve a citizen-oriented approach in this area. The development of this area is a key part of our strategic goals."

Visits were made to the Family Health Centers and the Garademirchi village medical station located in Barda city.

Worth noting that the pilot project includes the renovation of medical facilities providing primary health care in the region, the construction of new medical facilities, the digitalization of their activities, and the provision of incentive supplements to the salaries of medical specialists.

As part of the project, the "Family Doctor Information System" module will be established.  All patient visits to primary healthcare facilities, prescriptions issued by family doctors, and referrals for specialized medical care will be recorded exclusively through the electronic system.

The pilot project is expected to benefit approximately 155,000 residents of the region.
