According to Resolution No. 134 of the Cabinet of Ministers of the Republic of Azerbaijan, dated April 24, 2025, the “Benefits Package for Mandatory Health Insurance” has been modified.
Under the amendment, a new payment procedure has been established for MRI (Magnetic Resonance Imaging) and CT (Computed Tomography) examinations. When these examinations are carried out under mandatory health insurance, citizens will pay a co-financing amount equal to 20 percent of the tariff specified in the Benefits Package for outpatient medical services, based on a referral from a qualified doctor. The remaining amount of the tariff for medical services will be covered by the State Agency on Mandatory Health Insurance (Agency).
For instance, the tariffs for MRI and CT examinations for outpatient services range between AZN 50 and 120, depending on the area of the body being examined. The co-financing amount for a service costing AZN 50 will be AZN 10, and for a service costing AZN 120, it will be AZN 24. Worth noting that the co-financing amount is subject to VAT.
This new mechanism will be applied in both public and private medical institutions, based on a referral from a qualified doctor. Therefore, if there is a medical referral, a patient will be referred for an MRI or CT scan.
The change serves several purposes. First, it ensures that citizens are directed to complex diagnostic examinations only when medically necessary. This practice widely used in the healthcare systems of developed countries. The Agency aims to promote a more targeted use of medical services through this measure.
At the same time, the introduction of co-financing will help ensure more efficient management of medical resources.
