The Administration of the Regional Medical Divisions (TABIB) and the State Agency on Mandatory Health Insurance (Agency) organized a media tour to Gobustan District Central Hospital.
The purpose of the visit was to familiarize media representatives and non-governmental organizations with the hospital’s activities, innovations, future plans, as well as the medical services provided under the Benefits Package of mandatory health insurance.
In his opening speech, Elnur Hidayatoglu, Head of the Public Relations Division of the Public Relations and Communications Department of TABIB, emphasized that TABIB continues its efforts to ensure public access to medical services in its affiliated healthcare facilities and to improve the quality of specialized medical services:
“During the first 5 months of 2025, a total of 10,546,023 visits were registered in medical institutions operating under the Administration of the Regional Medical Divisions. Of these, 219,180 were inpatients and 10,326,843 were outpatients. The number of medical services provided to citizens during the same period was 37,481,249 (4,889,729 inpatient services and 32,591,520 outpatient services).”
Elnur Hidayatoglu added that, in line with the TABIB’s “Communication Strategy,” public relations activities in affiliated medical institutions are being strengthened, qualified personnel are being engaged in this field, regular training is being held to improve their knowledge and skills, and the activities of specialists are being evaluated.
According to Leyla Latifova, Head of the Public Relations Division of the State Agency on Mandatory Health Insurance, after the introduction of mandatory health insurance, surgical operations that were not previously performed have been launched at the Gobustan Regional Medical Center: “One of the most important changes has been the implementation of gynecological (including cesarean), ENT, ophthalmological, urological, and traumatological operations at the hospital. Over the past year and a half, about 1,100 surgical operations have already been performed, which reflects an increase in access to medical services in the region. In addition, with the introduction of mandatory health insurance, new departments have been established within the hospital structure. The newly created Physiotherapy Department has provided about 12,000 physiotherapeutic services since last year, which is especially significant for patients requiring rehabilitation”.
Then, Gunay Muradova, Director of Gobustan District Central Hospital, provided information about the activities, structure, and work carried out by the institution she leads.
She stated that the hospital currently includes 3 family health centers, 5 medical stations, and 10 village medical stations, employing a total of 350 staff across these facilities. The total number of hospital beds under the center is 70:
“The medical institution currently operates departments of surgery, gynecology, pediatrics, therapy, emergency medical care, infectious diseases, radiology, physiotherapy, and a laboratory. In 2023, 75,600 outpatient, 790 inpatient, and 10,200 emergency medical care visits were registered at Gobustan District Central Hospital. In the first 5 months of 2024 and 2025, 136,400 outpatient, 2,600 inpatient, and 16,400 emergency medical care visits were registered. The total number of operations performed in the first 5 months of 2025 was 155, the number of births was 12, the number of radiological services was 22,900, and the number of laboratory services was 65,800”.
Gunay Muradova added that to provide citizens with comprehensive medical services and organize their treatment and examination at a high level, the hospital has been equipped with modern medical equipment:
“The hospital has created ample opportunities to provide comprehensive medical services to the region’s population. The facility is fully equipped with echocardiography (ECHO), multi-slice computed tomography (CT), a digital ultrasound device, telescopic X-ray, digital DR X-ray device, laparoscope, and other modern equipment. In addition, a number of innovations have been implemented in the institution, new medical devices have been purchased, specialized doctors have been hired, and ENT, ophthalmological, urological, laparoscopic, and traumatological operations have been introduced.”
She also outlined the hospital’s objectives for 2025, emphasizing key priorities such as increasing the number of operations, establishing regional traumatology, ophthalmology, and ENT centers, and converting the Physiotherapy Department into an inpatient service format.
Later, the media tour participants visited the relevant hospital departments and underwent examinations at the facility.
