Training for state medical institution management concludes in Ankara

An 11-day training course on Hospital Management organized for the management of state medical institutions where mandatory health insurance is applied has concluded at Ankara University.  The program was held within the framework of the Protocol on Provision of Educational Services and Scientific Cooperation signed between the State Agency on Mandatory Health Insurance (Agency) and Ankara University, with the support of Ankara University and the Turkish Cooperation and Coordination Agency (TIKA).  The purpose was to strengthen the knowledge and skills of hospital administrative staff.

Along with employees of the Agency and the Administration of the Regional Medical Divisions, directors and deputy directors of 13 state medical institutions also participated in the training.

The closing ceremony was attended by Ankara University Rector Prof. Dr.  Dr.  Unuvar, Director of the Institute of Health Sciences Prof.  Dr.  Emine Ozmete, TIKA Vice President Prof.  Dr.  Rahman Nurdun, and Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Republic of Turkiye Rashad Mammadov.  Chairman of the Board of the Agency Zaur Aliyev and Executive Director of Administration of the Regional Medical Divisions Vugar Gurbanov joined the event online.

In her remarks, Prof.  Dr.  Emine Ozmete stressed the importance of continuity in such initiatives: “Transferring the experience we have gained in the field of health management to brotherly Azerbaijan also contributes to the strategic cooperation between the two countries”.

TIKA Vice President Prof.  Dr.  Rahman Nurdun highlighted TIKA’s longstanding role in Azerbaijan: “Since 1992, more than 1,500 projects have been implemented in Azerbaijan, 160 of them in the health sector.  As TIKA, we are ready to continuously support Azerbaijan’s development initiatives in healthcare and to jointly implement new projects”.

Agency Chairman Zaur Aliyev expressed gratitude to TIKA and Ankara University for supporting the program: “This is the 5th time since 2022 that such trainings have been organized. During this period, participants have acquired new knowledge and approaches to effective hospital management.  Strengthening management capacity is critical to the successful implementation of compulsory health insurance, and international experience-sharing makes a significant contribution to this process”.

Vugar Gurbanov emphasized the strategic role of the trainings: “These programs are important steps toward achieving our objectives. Implementation of state health policy through progressive management and organizing medical institutions in line with international standards are among our top priorities”.

Prof. Dr.  Necdet Unuvar underlined the dual value of the program: “With these trainings, we are not just sharing knowledge but also our experience with a brotherly country. I sincerely believe this program, which exceeds 70 hours, will be beneficial. We will continue this work with the same determination in the future”.

Rashad Mammadov noted the broader significance: “The continuation of this initiative reflects the serious and responsible attitude of both organizers and participants. These programs greatly contribute to the development of healthcare in both Azerbaijan and Türkiye.  Strengthening continuous cooperation between our two countries creates invaluable opportunities for mutual exchange of knowledge and experience”.

During the program, participants held discussions on human resource management in hospitals, quality management and accreditation, financing and economic evaluation of healthcare services, and corporate performance assessment in hospitals.

The delegation also visited a number of Turkish medical institutions and management structures, reviewing the practical application of information technologies in healthcare management.

The training program was delivered by faculty of Ankara University’s Department of Health Management, hospital managers and staff, as well as experts from the Turkish Institute of Quality and Accreditation in Health Services.  

At the end, certificates were presented to participants, followed by a commemorative photo.
