The Chairman of the Executive Board of the State Agency on Mandatory Health Insurance (the Agency), Zaur Aliyev, held a press conference titled "Results and Targets for 2025."
During the press conference, Zaur Aliyev noted that the level of utilization of mandatory health insurance increased in 2025. According to him, over the past year, 54% of the population benefited from medical services within the framework of mandatory health insurance, indicating a steady growth in public interest in and trust toward the system.
In 2025, the number of patients who received medical services under mandatory health insurance reached 5.4 million, reflecting an increase of approximately 4% compared to the previous year. During the same period, the total number of doctor visits amounted to 15.8 million.
Furthermore, in the first nine months of 2025, the total number of medical services provided reached 44.6 million, representing an increase of around 9% compared to the corresponding period of the previous year.
The Chairman of the Executive Board noted that the services most frequently utilized by citizens under mandatory health insurance are those addressing daily and essential medical needs. Accordingly, the most commonly used services include specialized medical examinations, radiological and ultrasound diagnostics, as well as gynecological services.
Zaur Aliyev also highlighted the growing use of mandatory health insurance in private medical institutions. In 2025, the number of medical services provided in private healthcare facilities at the expense of mandatory health insurance reached approximately 773,000, representing an increase of about 9% compared to 2024.
The Chairman also provided information on newly added medical services to the Benefits Package, as well as on the coverage of outpatient medications prescribed by physicians. He noted that three new medical services have been included in the Benefits Package to strengthen medical coverage for individuals with severe congenital hearing impairment.
The Chairman emphasized that cardiovascular diseases remain one of the leading causes of mortality in Azerbaijan, stating: “Therefore, we place special emphasis on the treatment of hypertension, which is one of the key risk factors contributing to the early development of these diseases. To this end, antihypertensive medications will be covered under mandatory medical insurance."
In conclusion, the Chairman noted that in 2025, the Agency’s Call Center received approximately 230,000 calls, the majority of which related to referrals, medical examinations and treatment, medications, and medical consumables. He emphasized that 97% of incoming calls were answered immediately, demonstrating the high level of efficiency of the Call Center.
He also highlighted that the Call Center’s operations have been significantly improved in recent years, including the introduction of a service quality evaluation mechanism. As a result, based on the assessment of more than 52,000 calls, 87% of citizens rated the Call Center’s performance with 4 or 5 points, serving as a key indicator for the Agency in its ongoing efforts to enhance citizen satisfaction and service quality.
