The State Agency on Mandatory Health Insurance (the Agency) organized a "Doors Open Day" event on April 5 to increase public engagement in mandatory health insurance, ensure transparency, and provide insight into the Agency's activities.
During the event, media representatives and members of civil society were introduced to the Agency's monitoring procedures in state health facilities.
In her opening remarks, Aynura Ahmadova, Head of the Marketing and Public Relations Department, explained the objectives of the monitoring process:
"Our goal is to ensure that the population has free access to mandatory health insurance, to enhance the quality of services provided, and, ultimately, to increase citizen satisfaction. We aim to streamline the process of accessing mandatory health insurance in medical facilities, make services more accessible, and guarantee timely delivery of medical care."
It was noted that the Agency conducts monitoring in two primary areas: 1. Evaluation of the Organization of Mandatory Health Insurance in State Medical Facilities under TABIB. 2.Assessment of the Quality of Medical Services Provided Under Insurance.
During a presentation on the first area, Bayali Mammadov, Head of the Monitoring Division, shared that 101 public health facilities across the country were monitored in 2023:
"We conducted 613 monitoring sessions using criteria such as the organization of medical services included in the Benefit Package, the regulation of admission and registration processes, internet connectivity of computers, and the availability of necessary supplies."
B. Mammadov added that any deficiencies identified during monitoring were reported to TABIB for corrective action.
Addressing the second area, Nijat Shirinov, Head of the State Health Facilities Examination Division, highlighted the Agency's commitment to ensuring access to high-quality medical services:
"Quality service is not just about infrastructure, advanced technologies, or supplies. It involves a comprehensive approach that starts with a patient’s initial contact with a medical facility and extends through all examination and treatment procedures, including electronic registration. This process requires continuous control at every stage."
N. Shirinov elaborated on the monitoring criteria used to assess service quality:
"Quality control includes evaluating whether services provided by medical facilities align with their licenses, assessing the performance of doctors in accordance with their certifications, comparing service outcomes for the same insured individuals across different facilities, and analyzing the ratio of medical services provided to the number of doctors available. As a result of these efforts, we have achieved the desired level of patient access to services."
The "Doors Open Day" event concluded with a Q&A session, where participants' questions were addressed in detail.
