A delegation from the State Agency on Mandatory Health Insurance (Agency) visited Ankara to exchange experiences under the Memorandum of Understanding and Joint Action Plan signed with the Social Security Institution of the Republic of Türkiye (SSI).
During the visit, the delegation held several meetings with SSI experts. Yakup Koch, Head of the Strategic Development Department at SSI, welcomed the delegation and expressed his pleasure at their visit to the institution. Yakup Koch also highlighted the importance of cooperation between the two countries in compulsory health insurance and expressed willingness to share expertise.
Bayali Mammadov, Head of the Monitoring Department in the Agency's Medical Planning Department, expressed his gratitude for the warm welcome and hospitality. He noted that access to medical services has improved with the introduction of the mandatory health insurance system in our country and emphasized the importance of learning from Türkiye's experience to enhance the system.
During the two-day meetings, the parties exchanged views through presentations on medical service cost calculation, service delivery, contracting with medical providers, payment processes, service monitoring, public relations, human resource management, and international cooperation.
During the presentations, detailed information was shared about the MEDULA system, one of the key IT projects of the Social Security Institution. Demonstrations were given showing how healthcare providers enter medicines and medical services into the database. The system’s procedures for registration, invoicing, and tracking were explained, and participants’ questions were thoroughly addressed.
The exchange of experiences has strengthened the existing cooperation in compulsory health insurance between the two countries.
