A delegation headed by Zaur Aliyev, Chairman of the Board of the State Agency for Compulsory Health Insurance, visited Chisinau, the capital of Moldova, from September 8 to 10.
Zaur Aliyev held a meeting with Ion Dodon, General Director of the National Health Insurance Company of the Republic of Moldova. During the meeting, Ion Dodon shared information about the compulsory health insurance system, which has been in place in the country for over 20 years, outlining its development, achievements, and goals, and emphasized the importance of mutual exchange of experience in this field.
Zaur Aliyev, in turn, emphasized that the successful implementation of Moldova's compulsory health insurance system over the past 21 years is commendable. He emphasized that exchanging experience in health insurance would be mutually beneficial: “There are wide opportunities for cooperation between Azerbaijan and Moldova in healthcare, particularly in compulsory health insurance. This cooperation, beyond the exchange of experience, also paves the way for future joint projects. We warmly congratulate the people of Moldova and our colleagues on the 21st anniversary of the introduction of compulsory health insurance and wish them continued success in their future endeavors.”
The meeting included discussions on the criteria for selecting medical institutions that provide services under contract, payment methods, and the medium- and long-term planning of the compulsory health insurance budget. Additionally, experiences were shared regarding pharmaceutical policy, the process for including medicines and medical products in the reimbursement list, the implementation of a health technology assessment system, categories of insured individuals, registration with a family physician, monitoring citizen complaints, and assessing satisfaction with the quality of medical services.
The meeting also covered the functionality of IT systems managed by the National Health Insurance Company, the implementation of electronic prescriptions and e-prescribing for reimbursed medicines, the DRG (Diagnosis-related group) system, and the advantages of coding audits. The presentations gave the Azerbaijani delegation an opportunity to gain a detailed understanding of the modern approaches used in the Moldovan healthcare system.
As part of the visit, the Agency's delegation held a meeting with Alla Nemerenko, the Minister of Health of the Republic of Moldova. Later, the delegation was briefed on the activities of the "Timofei Mosneaga" Republican Clinical Hospital. This hospital is the oldest and largest state medical institution in Moldova and serves as a training base for educational institutions. In 2024, its Resuscitation and Intensive Care Unit was renovated and put into operation, providing specialized conditions for critically ill patients.
The delegation also visited the Medpark International Clinic. The clinic is the first and only private medical institution in Moldova to receive Joint Commission International (JCI) accreditation.
Additionally, the delegation was shown modern teaching models at the Simulation Center of Nicolae Testemitanu State University of Medicine and Pharmacy. Simulation-based internships and training programs at the center offer students extensive opportunities to develop practical skills. The center is recognized as a leading practice and training institution in the region.
During the visit, the delegation met with Azerbaijani Ambassador to Moldova Ulvi Bakhshaliyev and also paid a visit to the bust of national leader Heydar Aliyev in Chisinau, laying flowers in front of it.
