Telemedicine services put into operation in Agdash region

The State Agency on Mandatory Health Insurance (Agency) within the framework of the pilot project on mandatory health insurance for the first time in Azerbaijan with the support of the company “Sphera Health Care AZ” has put into operation services like: "Telephone Consultation", "Video Consultation", "Written Consultation" and "Telemedicine" in Aghdash region.

The "Telephone Consultation" service will be available through the Agency Call Center number 1542. All the residents of Aghdash region can communicate with family physicians or pediatricians and receive primary health care review related to their health, medical investigations, laboratory tests or consultations about the use of certain medicines that have no adverse or allergic reactions in accordance with special protocols of care.

Residents of Aghdash region can also communicate with these family doctors and the pediatricians using “Video Consultation” or "Written Consultation" services. In order to use the “Video Consultation” services, citizens simply have to download “eSphera”and “eSphera Videocall” application on their smartphones or tablets from App Store or Play Store. To access the services, the user needs to choose his/her hometown, enter PIN code from his/her Identity Card, e-mail address and password. After reaching “Medical Services” tab in the main menu, user should choose the desired service ("Telephone Consultation", "Video Consultation", "Written Consultation"). The applicant should pick up a suitable date and time for communication, provide his contact number and residence location. Using a video call, a doctor can evaluate the general condition of the patient and give him a primary health care review on the condition that the patient is worried about. This service allows citizens to get information from doctors, without waiting for an appointment in the hospital and without having to physically go to the hospital for conditions or diseases that do not require their presence in the hospital (for example, psychosomatic conditions.

In the “Medical Consultation” section all the users should enter questions or comments related to the medical conditions that concern him/her.

For those citizens who want to get a thorough medical examination by specialists, the "Telemedicine" service has been put into operation in the Central Hospital of the Aghdash region. So, the residents of Agdash have a unique opportunity to consult with Specialists from Baku without traveling there. All citizens applying for this service will be examined using special digital equipments and consulted by dedicated specialists (cardiologist, infectionist, phthisiatrician, nephrologist, dermatologist, oncologist, pulmonologist, psychologist, endocrinologist) on specific days of the week, by appointment only. Thus, regardless of the distance, the results of the examinations are downloaded to the physician's computer by a special program, the doctor then analyzes the information, requests the presenting nurse to perform the required tests, and provides the patient with an initial medical opinion, treatment options, and/or an advice.
