Disclosed the results of survey conducted among general population in Aghdash district

The State Agency on Mandatory Health Insurance disclosed to public the analytical report prepared on the results of “Sociological satisfaction survey among population on implementation of mandatory health insurance system in Aghdash district” conducted in December 2018. The survey was conducted by “Era Consulting” LLC.

The survey carried out among 400 people studied the awareness level of general population about implementation of mandatory health insurance (MHI), its attitude towards implementation of MHI, satisfaction with healthcare services provided as part of MHI, access to free healthcare services and other issues.

The attitude of most respondents (85.1%) participated in the poll was positive towards implementation of MHI.

The outcome of the poll suggests that the 89.7% of general population is satisfied with healthcare services provided within MHI in Aghdash district. 73.7% of survey participants highly evaluated the quality of medical services.

The respondents positively evaluated the cancellation of out of pocket payments (76.7%), the sanitary and hygienic conditions of healthcare providers (85.9%), access to free health services (76%) and vitally important high cost surgeries (69.5%).

Throughout the implementation of MHI 15 Family Health Centers (FHC) started to function in Aghdash district. The poll showed that 98.4% of respondents are satisfied with healthcare services provided by doctors at Family Health Centers.

According to the poll results after implementation of MHI the number of people who experienced financial difficulties to get healthcare services sharply decreased. While comparing before and after implementation periods of MHI, this indicator among people who underwent surgeries fell from 67.8% to 13.5%. The reason of financial hardship reduction is related with availability of 1829 medical services in benefit package for residents with official registration in pilot areas.

This comparison report features the differences between poll results conducted in the beginning and end of 2018 in Aghdash district.

The poll conducted in the beginning of year in Aghdash district by “International Center for Social Research” Public Union covered period before implementation of MHI (2017, 12 months)

Mandatory health insurance was introduced in Agdash one month before the poll and the citizens living in this region were less informed about MHI system so the opinion of population in this region on some indicators was not studied and it made necessary to repeat the poll in the end of 2018.

Surveys were carried out in accordance with paragraph 14 of the “Action Plan on implementation of mandatory health Insurance as a pilot project in the administrative areas of Mingachevir city, Aghdash and Yevlakh districts” approved by the decree N. 1830 of President of the Republic of Azerbaijan dated 16 February 2018. That paragraph envisages conducting surveys to measure the satisfaction rate among population of pilot areas.
